VILLAGE OF DECATUR SPECIAL BOARD MEETING September 22nd, 2026@4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE PUBLIC MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. COPIES OF THE OPEN MEETINGS ACT ARE ON THE TABLE WITH THE SIGN IN SHEET. NOTICE OF MEETING WAS POSTED AT CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, DECATUR EXPRESS. Guests signing in were Ray & Julie Metcalf, Bill and Rashelle Rickers. 1) Special Meeting called to order by Chairman Anderson Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock- absent, Troutman-yes Quorum present yes 2) Excuse board members not attending: Troutman made a motion to excuse McCullock from the meeting as she had to work. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes,Troutman-yes, Kirschenman-yes 1. Bid for replacing the West Doors at the Sears Center. The Board received 3 bids for the west doors at the Sears Center. A-United $8,247.20 replacing the doors with a new pair of aluminum doors including new hardware and removable mullion, 2 rim panics, 1 electric strike and outside pull handles with 4 rim cylinders, they will reuse all other hardware. This will Exclude any other repairs to the frame work or security. Bid #2 Binswanger Glass $18,227.50 - Installation of Kawneer pair of doors, doors to be 500 wide stile with EPT, pulls, sweeps, threshold, and weathering all Kawneer. Glass to be 1” clear low-e tempered. Hardware to be: Hager continuous hinges, key removable mullion, Von Duprin rim panics (1 electronic latch retract), 1 mortise cylinder for mullion, and 1 rim cylinder for doors. Does not include new Record 8100 door operator with new transmitter and new receiver. Bid #3 Binswanger Glass- 20,846.99 - Installation of new entrance doors and frame with various hardware. Full Kawneer pair of doors with transom frame replacement. Frame to be a 451 with doors being 500 wide stile with continuous hinges, EPT, pulls, sweeps, threshold, and weathering all Kawneer. Glass to be: 1” clear low-e tempered. Hardware to be: Keyed removable mullion, Von Duprin rim panics (1 electronic latch retract), 1 mortise cylinder for mullion, 1 rim cylinder for doors. Does not include new Record 8100 door operator with new transmitter and new receiver. Hightree has been working with Jim Phelps on this project. The Sears Foundation would like to take Bid #3, but were concerned about security part of the bid. They do not want to decide anything until they find out about the security. This agenda item needs to brought in front of the Sears Advisory Board. The doors are not working properly. Troutman made a motion to table this agenda item until the October 8, 2026 meeting. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, Troutman-yes, Kirschenman-yes. 2. Bid for Blower at Sewer Plant. The bid for the air pumps for the sewer plant is $4,755.00. Remove three air pumps, clean and inspect the pumps and associated components, replace existing air supply lines as required, reinstall and reconnect the three air pumps, test the system to verify proper operation upon completion. Hightree made a motion to accept the bid from Electric Pump. Troutman seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Hightree-yes, Troutman-yes. 3. Discussion and Action to Authorize Village Attorney to Proceed with District Court Litigation to Abate Nuisances Located at 481 West 10th Street. It was stated that if the property is cleaned the Attorney will stop the litigation. Troutman made a motion to allow the Attorney to proceed with District Court Litigation to Abate Nuisances Located at 481 West 10th Street. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, Troutman-yes, Kirschenman-yes. 4. Quote for Well Rehabilitation from Layne Granite. Bid from Layne Granite $23,857.00-Pull existing pump, complete chemical treatment, demobilize pump to Layne’s Fremont Shop for inspection. Mobilize, reinstall and test the repaired pump, sample, and demobilize. Shop Labor – disassemble and inspect vertical turbine pump assembly (repair parts not included, and parts will be quoted separately if required). Downhole video survey of the well screen and casing to determine existing condition. 5. Ricker’s Request for driveways, and landscaping. It was the consensus of the Board that the Village offered a resolution to the one driveway issue, and the Ricker’s refused it. Kirschenman made a motion to deny the Ricker’s counter offer. After the motion by Kirschenman, Rashelle raised her hand, Anderson stated that there was a motion on the table and she would have to wait to ask her question. Hightree seconded the motion. Roll Call: Anderson-yes, Troutman-yes, Kirschenman-yes, Hightree-yes. Motion Carries. Anderson asked Rashelle about her question, she stated not anymore. 6. Employees. Troutman made a motion to go into executive session at 5:21 PM. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes. Troutman made a motion to come out of executive at 6:13 PM. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes.
