VILLAGE OF DECATUR SPECIAL BOARD MEETING August 26th, 2026 @ 9:00 AM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE SPECIAL MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS IS ON THE TABLE BY THE SIGN IN SHEET. NOTICE OF THE SPECIAL MEETING WAS HUNG AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. There guest signing in was Kathy McMahon, the guests not signing in were Bill Mueller and Ray Metcalf. 1) SPECIAL MEETING CALLED TO ORDER BY CHAIRMAN ANDERSON Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-yes, Troutman-yes. Quorum Present-all members were present. 1. The Village Board and Tree Board meet to chose the companies for tree removal and for planting. Troutman made a motion to award Lots 1 and 2 to JS Brothers, and award Lot 3 to Beatty Tree Service. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, McCullock-yes, Troutman-yes, Hightree-yes. Troutman made a motion to award the planting of the replacement trees to Lane Tree Service. McCullock seconded the motion. Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, Troutman-yes, McCullock-yes. The Clerk will contact the contractors. Bill and the rest of the Tree Board will meet with the contractors and get the contracts signed. The Tree Board will get the bid document ready for Lot 4-Personal Property Ash Trees. There is a list of trees available at the Village Office for tree replacement for the residents who are on the list for tree removal, and also a waiver form for those residents also. The bid document was sent to the Burt County Independent and posted on the Village Facebook page.
