VILLAGE OF DECATUR BUDGET HEARING September 22nd, 2026 at 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the hearing. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE BUDGET HEARING WHEN CONVENED. HEARING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE TABLE NEXT TO THE AGENDA. A COPY OF THE BUDGET HEARING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, DECATUR EXPRESS, AND PUBLICIZED IN THE BURT COUNTY INDEPENDENT. The guests signing in were Ray & Julie Metcalf. The guests not signing in were Bill & Rashelle Rickers. 1) BUDGET HEARING CALLED TO ORDER BY CHAIRMAN ANDERSON Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-absent, Troutman-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: McCullock had to work. Troutman made a motion to excuse McCullock from the Public Hearing. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, Troutman-yes, Kirschenman-yes. Motion Carries. 1. Public Hearing 2026-2027 Budget. Troutman made a motion to open the Public Hearing on the 2026-2027 Budget. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes. The Board and the Clerk went through the Budget. There were questions about the capital outlay. The Board and the Clerk went through the budget and everything we had budgeted for capital outlay was in the budget. There were no questions from the audience. Troutman made a motion to close the Public Hearing on the 2026-2027 Budget at 4:50 PM. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Hightree-yes, Troutman-yes. The Chairman declared the Public Hearing as closed. Troutman made a motion to approve the 2026-2027 Budget. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, Troutman-yes, Kirschenman-yes. Motion Carries. 2. Resolution #225 The Clerk read Resolution #225. RESOLUTION #225 SETTING THE PROPERTY TAX REQUEST WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provides that the Governing Body of the Village of Decatur passes by a majority vote a resolution or ordinance setting the tax request; and WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request; NOW, THEREFORE, the Governing Body of the Village of Decatur resolves that: 1.The 2026-2027 property tax request be set at: General Fund: $181,995.98 Bond Fund: $0.00 2.The total assessed value of property differs from last year’s total assessed value by 2.81 percent. 3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.436658 per $100 of assessed value. 4. The Village of Decatur proposes to adopt a property tax request that will cause its tax rate to be 0.45 per $100 of assessed value. 5. Based on the proposed property tax request and changes in other revenue, the total operating budget of the Village of Decatur will increase last year’s budget by 5.97 percent. 6. A copy of this resolution be certified and forwarded to the County Clerk on or before October 15, 2026. Motion by Troutman, seconded by Hightree to adopt Resolution #225.
