Minutes of the Burt County Board of Supervisors The Burt County Board of Supervisors met July 9, 2025 in the Boardroom of the Burt County Courthouse in Tekamah, NE. Notice was given in advance in the Lyons Mirror-Sun, on 1st floor courthouse bulletin board and on Co website; proof of publication is on file. The following members were present: Gary “Bird” Swanson, Jeff Kutchera, Sam Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Ted Connealy. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Connealy informed the public that the Open Meeting Act is posted. The agenda was approved. The minutes of the 6/27/2025 Bd of Supervisors and Bd of Equalization meetings were approved. June office financial reports, Misc Receipts; Sheriff’s Qtrly Reports; and 12-month FY End Fund Balances were all approved. Verbal office updates were given by (2) offices: (1) Assessor – Katie Hart (2) Veterans Services – Penny Warren. Lot Split was signed by Chairman Connealy for: JOHN PRICE - 7.93 ac. pt.SW4SW4 Sec.19,TWP20N,Rge.10 E.of 6th P.M.,Burt Co,NE. ROADS: Ann Chytka, Highway Superintendent . BIDS for 2025 Pavement Reclamation Project(s), C-11(451). Bids were put out for approx. 9.7 miles of double armor coat, 3 sites. Full bid specs can reviewed at the Co. Clerk’s or Hwy Supt. office. Following discussion by the board, motion was made by Richards to move forward with Site 3 – CoRd L, 6-mile project only, awarded to Oban Construction with bid of $561,550.81, motion was seconded by Johnson. Roll Call Vote: Ayes – Swanson, Kutchera, Titus, Pearson, Johnson, Richards and Connealy. Nays – none. Motion Passed. All bid results can be found in the full minutes published online or in the County Clerk’s office. Project Updates: Armor Coat on Rd.118 is complete, striping yet to be done. Small Onyx projects are being done for material trials. Special Designated Liquor License (SDL): Approved for Eggers K&C, LLC to serve for a wedding at Harvest Moon (Oakland) on August 16, 2025. IT Services Contract: Applied Connective Technologies will provide IT and Cyber/Security & Software Service contracts with renewal August 1, 2025. There will be a 1 year addition of an email security/training program ‘ironscales’ via 80% SLCGP grant funds. Burt County Economic Development Corp. (BCEDC): PRIVATE FOUNDATION GRANTS – BURT CO FUND 0900 Three (3) applications were approved (1) Mitchell Smith – Main Street Services LLC (Lyons) facia improvements. ($12,900 – 50% cost); (2) Sara Stites – Coffee Shop (Oakland) signs ($1,423.49 – 50% cost); (3) Scott Herbolsheimer – Save More Market (Lyons) roof ($15,000 - max). VISITORS PROMOTION FUND/LODGING TAXES – BURT CO FUND 0990 One (1) application for a marketing campaign was approved (1) Growing Small Town Nebraska Podcasts (Sheila Jenkinson) – 4 podcasts to promote Burt County Tourism. 50% cost split with BCEDC Tourism; $2,068.70 total, with Lodging Funds Grant approved = $1,034.35. 2025-2026 FY Budget: The Board met with officials and department heads to discuss their expenditure requests for the 2025-26 budget. A recess was taken for lunch. Budget changes may be made after seeing budget projections in July and August. The meeting adjourned at 2:54 P.M. There was no public/press comment. Next meetings: July 15 and 16 Bd of Equalization for Protest Hearings; July 25, 2025 Bd of Equalization for Protest Decisions and Form 425; and next Bd of Supervisors mtg July 28, 2025.
