Minutes of the Burt County Board of Supervisors The Burt County Board of Supervisors met February 11, 2026in the Burt County Courthouse in Tekamah, NE. Notice was given in the Burt County Independent, on a 1st floor courthouse bulletin board and on the County’s Website; proof of publication is on file with the County Clerk.The following members were present: Ted Connealy, Gary “Bird” Swanson, Samuel M. Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Jeff Kutchera. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Kutchera informed the public that the Open Meeting Act is posted on the wall. The agenda was approved. The minutes of the 1/28/2026 Board of Supervisors meeting were approved. January financial office reports, Fund Balances and Receipts were all approved. VERBAL OFFICE UPDATE: (1) Building & Grounds – Bruce Nathan (2) Zoning – Ann Chytka. Conditional Use Permits (CUP’s): 26-01 Burning Sage Acres Tekamah, LLC to place a campground on 434903900 13.49A TR E2NW4 Sec 28, TWP 21N, Rge 10E Burt County, NE. Mark Templin and Mike McCormick, Representatives explained the project and answered questions. Mark stated they do plan to close the campground to the public during rifle season for safety. Chytka, Zoning Admin. reported the planning commission had approved the CUP during their 2/9/2026 meeting. Public Hearing was held from 9:24 – 9:33 am.; no Public Comments. The CUP was approved. Applicant must follow State Regulations for electrical, well, and sewer; and they are to verify if a storm shelter is required. 26-02 Karin J Leslie to convert a garage to an Accessory Dwelling (ADU) on 14 acres (main home is a mobile home) 420202300 14A IN SE4SE4 Sec 2, TWP 23N, Rge 8E Burt County, NE. Karin and Antonio Leslie noted that single-wide will be removed once the living quarters are built. Public Hearing was held from 9:34 – 9:36 am.; no Public Comments. The CUP was approved. Landownermust obtain zoning permit before they begin the addition. 26-03 to spread Biomassfor John C. and Joyce E. Brodersen represented by Bret Brodersen on 43711700 N2NE4 EX TR & NE4NW4 Sec 3, TWP 20N, Rge 11E Burt County, NE. Public Hearing was held from 9:37 – 9:39 am.; no Public Comments. The CUP was approved; permit is valid but if complaints are received, permit will be reviewed. Public Hearing for updating Burt Co. Zoning Regulations: (i) Adding cabins to the definition under campground in Glossary; (ii) Adding a Maximum Density Waiver Letter option; (iii) Adding Accessory Dwelling Unit (ADU).Hearing held from 11:14 – 11:21 a.m.; no Public Comments. Burt County Economic Development: Cindy Chatt, Director(2) Fund 0900 Private Foundation Grants Approved: (1) Residential Reno Grant – Kyle Quick, 2004 Hampton Dr., Tekamah – siding & windows - $8,000.00 (max grant). (2) Commercial Reno Grant – Misti & Daniel Johnson, (Pumpkin Patch Bldg) BLK.17, Craig – roof - $15,000.00 (max grant). ROADS: Ann Chytka, Hwy Supt Bridge Inspections: Dan Alexander of Midwest Engineering, Inc. gave a review of structure summaries from inspections he completed in 2025. C-11(451) Co.Rd. L –Present today for discussions- from Oban Construction, Brandon Victor and the onsite project foreman, Mike. Josh Keithley with Midwest Engineering. Dan Alexander with Midwest Engineering also participated in the discussions on behalf of MEI. Co. Atty Talbot was present. OBAN PAY APP #1: Discussion was held. After Co Atty Talbot provided recommendations and further board discussion, Richards made a motion to pay $380,875.26 with February claims, Connealy seconded the motion, Board Vote Followed: Ayes –Connealy, Pearson, Johnson, Richards and Kutchera. Nays – Swanson and Titus. Motion passed, work will continue with Oban to find resolution toward fixing the road. MIDWEST ENGINEERING PAY APP #2 FEES FOR C-11(451): Titus made a motion to pay (75%) $11,511.00 with February claims, Johnson seconded the motion, Board Vote Followed: Ayes – Connealy, Titus, Pearson, Johnson, Richards and Kutchera. Nays – Swanson. Motion passed, Josh Keithley with Midwest Engineering will continue to work with the County to get the road fixed. PUBLIC COMMENT: Gregg Smith, rural Lyons – Co. Rd.
