Minutes of the Burt County Board of Supervisors The Burt Co. Board of Supervisors met March 12, 2025 in the Boardroom of the Burt Co. Courthouse in Tekamah, NE. Notice was given in advance; the proof of publication is on file with the Co. Clerk. The following members were present: Gary “Bird” Swanson, Jeff Kutchera, Sam Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Ted Connealy. The meeting opened at 9:00 A.M. with the pledge of Allegiance; the Open Meeting Act was. Regular business approved: the agenda, minutes of 2/28/2025 Bd of Equalization and Bd of Supervisor meetings. Feb. financial reports. Verbal office updates from: (1) Treasurer – Robin Olson (2) District Court – Michele Quick COMMUNICATION (2): (1) Nebr. Loess Hills RC&D – 2024 Annual Report; (2) letter of opposition to Nebr. Legislature hearing on LR13CA. Board of Equalization: 9:19 a.m.-10:01 a.m. See separate minutes for BOE. Zoning: Ann Chytka, Planning and Zoning Administrator (2) Conditional Use Permits; hearings held and CUP’s approved for: (1) KAMO, Inc. for a building with office space, education space and kennels on 3.589 ac. tract in 17-22-11. (2) Rich Orsi for a large metal building as a nursery storefront on a tract in pt. NW4NE4 of 19-21-10. Section 6.15 Solar Energy Conversion Systems: Tabled the business; No hearing or action. ROADS: Ann Chytka, Highway Superintendent Engineering: Utilization of engineering firms: Midwest Engineering, Inc. is currently doing bridge inspections and working on the County’s hard surfaced road plans; Mainelli, Wagner & Assoc. is currently doing water studies in the Co.Rd. HI & IJ area.; the board requested that Chytka try to utilize Civil Solutions for a future project when engineering is needed. Lodging Tax and Visitors Committee: discussions held with Cindy Chatt, Director of Burt Co. Eco Dev and Trent Leichleiter, a former committee member (termed out) regarding: Committee members, entities paying into the County’s tax, grant guideline changes. No action today. Notice was given in advance; the proof of publication is on file with the Co. Clerk. Present were Supervisors: Gary “Bird” Swanson, Jeff Kutchera, Sam Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Ted Connealy. Also Present: County Assessor Katie Hart. The meeting opened at 9:19 A.M. Form 451 Exemption Applications for 2025 - Six (6) were filed. A public hearing was held from 9:19 a.m.-9:50 a.m.; Public Comments - Vic Jensen, Lisa Anderson, Taryn Hansen, Colby Hansen, Ron Yanke, Melvin Santos. Written support and Handouts were also submitted. The BOE reviewed, discussed and approved the 451 Exemptions as follows: APPROVED 100% -RELIGIOUS -First Methodist Church of Oakland – 112812800 – parsonage. APPROVED 100% -CEMETERY - Randall Andersen Private Cemetery - Decatur TWP – 530301700. APPROVED 100% - RELIGIOUS- Kansas-Nebr. Assoc. 7th Day Adventists - Silvercreek TWP – 532501600 - CHURCH BLDG. - NOTES: public comment and testimony presented to support exemption. APPROVED 100% - Region IV, Inc Duplex in Oakland - 112616100-DEVELOPMENTAL DISABILITIES SERVICES. APPROVED 100% - Burt County Agricultural Society property in Oakland – 313100200.
