Minutes of the Burt County Board of Supervisors Special Meeting – FOP collective bargaining The Burt Co. Board of Supervisors held a special meeting on August 17, 2026 in the County Boardroom at the Burt County Courthouse in Tekamah, NE. Notice was given in the Burt County Independent, on a 1st floor courthouse bulletin and on the Co. website; a proof of publication is on file with Co. Clerk. The following Board Members were present: Ted Connealy, Gary “Bird” Swanson, Sam Titus, Carl Pearson, Paul Richards, Jay Johnson and Jeff Kutchera. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Kutchera declared the Open Meeting Act posted on the website and in a binder in the meeting room. The agenda was approved. Titus made a motion to go into Closed Session for a strategy session with respect to collective bargaining, which is clearly necessary for the protection of public interest, Connealy seconded, and the motion passed with All Ayes . Chairman Kutchera declared the board into closed session at 9:01 A.M. Co. Attorney Talbot was present during closed session; Co. Clerk was not present during closed session. Richards made a motion to come out of Closed Session, Johnson seconded, motion passed with All Ayes and Chairman declared the meeting back in regular session at 10:20 A.M. No action was taken during closed session. The meeting was adjourned following closed session at 10:20 A.M. PUBLIC COMMENT: (2) written comments were received prior to the meeting: (1) Sue Skinner, representative from Village of Craig board & (2) DeYon McClintock – Citizen Village of Craig – concerns of County giving raises to Sheriff’s dept after the Village having multiple complaints of Sheriff’s dept. lack of services.
