LYONS CITY COUNCIL MEETING Proceedings September 16, 2025 A regular meeting of the Mayor and Council of the City of Lyons was called to order by Mayor Brink at 5:30 P.M., September 16, 2025, at Lyons City Hall. Upon roll call, the following Council members were present: Brantley Vavra, Matthew Carr and Kyle Phillips. Council member Tyler Vacha was absent. *AMPVF (All Members Present Voted For) *MC (Motion Carried) PUBLIC HEARING 1. Motion by Carr, seconded by Phillips to enter into a Public Hearing. AMPVF. MC. Mayor Brink opened the Public Hearing at 5:30 PM to consider the proposed 2025-2026 budget statement. Alyson Pedro with Ortmeier CPA addressed the public with an overview of the city’s 25-26 FY budget. The city’s operating budget is up 4%, the property tax request is up 3%, Valuation is up 8%, and the tax rate is down 4%. There being no other verbal or written comments or objections, a motion by Phillips, seconded by Vavra was made to adjourn the Public Hearing. AMPVF. MC. Mayor Brink Closed the Public Hearing at 5:32 PM. 2. Motion by Carr, seconded by Vavra to enter into a Public Hearing. AMPVF. MC. Mayor Brink opened the Public Hearing at 5:32 PM to consider setting the property tax request at a different amount than the prior year. There being no verbal or written comments or objections, a motion by Phillips, seconded by Carr was made to adjourn the Public Hearing. AMPVF. MC. Mayor Brink Closed the Public Hearing at 5:32 PM. Motion by Carr, seconded by Vavra to approve payment of $1,485.97 for fuel $90.09 for pool concessions to KB’s Mini Mart. On roll call, AYE: Phillips, Vavra, Car. NAY: None. ABSENT: Vacha. MC.
