LYONS CITY COUNCIL MEETING Proceedings May 2, 2025 A special meeting of the Mayor and Council of the City of Lyons was called to order by Mayor Brink at 4:00 P.M., May 2, 2025, at Lyons City Hall. Upon roll call, the following Council members were present: Tyler Vacha and Matthew Carr. Council member Kyle Phillips and Brantley Vavra were absent. *AMPVF (All Members Present Voted For) *MC (Motion Carried) CONSENT AGENDA 1. Approval of minutes of regular meeting on April 17, 2025, as on file in the City Clerk’s Office. Motion by Carr, seconded by Vacha to approve the consent agenda. On roll call: AMPVF. MC. REGULAR AGENDA / NEW BUSINESS 1. Discussion was held regarding a bid from Werner Construction in the amount of $23,682.50 to repair the asphalt spur at Main Street and Highway 77. The proposed work includes a 2-inch grind and a 2-inch overlay. Ueding and Vacha both contacted the Nebraska Department of Transportation (NDOT) and were informed that the entrance is not NDOT’s responsibility and that the department has no plans to complete repairs in that area. The current asphalt in the area was originally installed by NDOT. The Council would like to confirm with NDOT whether they will provide any maintenance up to the railroad tracks and verify that they will not contribute funding for this project. The Council agreed that with the highway resurfacing currently underway, this is the most cost-effective time to complete the entrance repairs. Delaying the project could result in higher costs in the future. Motion by Carr, seconded by Vacha to approve bid from Werner Construction in the amount of $23,682.50 to repair asphalt spur at Main Street and Highway 77. On roll call: AMPVF. MC. 2. Motion by Carr, seconded by Vacha to approve the hiring of Tereva Scott and Kaylina Schuster as part-time librarians at a rate of $14.00 per hour. On roll call: AMPVF. MC. Mayor Brink adjourned the meeting at 4:15 PM.
