City of Tekamah PO Box 143 October 23, 2025 A meeting of the Mayor and the City Council of Tekamah, NE was held at 6:00 p.m. on October 23, 2025, and convened in open and public session at the Tekamah Carson Civic Center. Present were Council members Colin Wright, Steve Cass, Matt Cass and Kelly Adamson. City Attorney Matt Munderloh and City Clerk Karolyn McElroy were also present. Mayor Walford was absent. Council President Matt Cass presided over the meeting. Notice of the meeting was given in advance thereof by posting in the usual three public places and the City Office on October 17, 2025, a designated method of the City Council. The availability of the agenda was communicated in advance to the Mayor and Council. All proceedings hereafter shown were taken while the meeting was open to the public. No department head reports were heard tonight. Chief Goeken will give his reports at the first meeting of every month. No public comments were heard during the Public Comment period. OLD BUSINESS A. Adamson moved to direct City Attorney Matt Munderloh to draft a Resolution to supersede Resolution 2024-3 regarding guidelines for the award of LB 840 grant funding for housing rehabilitation, development, and construction. Wright seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None. The result being a majority YEAS, it is declared the motion carried. B. Adamson moved to table a decision until the November 13th Council meeting on an LB 840 Housing Grant application from Cardinal Investments, Sean and Victoria Swan for purchase and remodeling of the home an 1413 E Street, Tekamah, NE. Steve Cass seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None. The result being a majority YEAS, it is declared the motion carried. NEW BUSINESS: A. Matt Cass opened the only sealed bid to purchase city real estate: a tract of land located in the NE ¼ NW ¼ Section 30, Township 21 North, Range 11 East of the 6th P.M.., Burt County, Nebraska, also described as a tract of land adjoining part of the Railroad Addition Outlots in the City of Tekamah on the West side thereof, said described tract being former railroad right of way. Bid is from Prinz Grain & Feed, Inc. for $1,501.00. B. Steve Cass moved to award the $1,501.00 bid to Prinz Grain & Feed, Inc. to purchase the property as described in Item A above. Adamson seconded. City Attorney Munderloh will complete a Quick Claim Deed and assure the City retains ownership of the city building affected. Steve Cass will let Prinz Grain know they have the bid and the paperwork is being completed. Adamson seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None. City Attorney Munderloh reported he is leaving the law firm Johnson & Mock, PC as of October 31st and starting as a partner with Goosmann Law Firm in Omaha, NE on November 3rd. He said he will be able to maintain the City of Tekamah as a municipal client and doesn’t anticipate any significant changes. If the City would like to retain him as City Attorney any action item for reappointment can wait until the annual reorganization meeting in December. D. Park/Pool Commissioner Colin Wright moved to allow the Tekamah Ball Association to install a concrete pad West of Carson Field for bleachers. This would not be completed until this coming Spring. Adamson seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None. The result being a majority YEAS, it is declared the motion carried. E. Water/Wastewater Superintendent Jarrod McElroy presented a quote from Interstate Power Systems of $3,526.32 to repair a generator at the water tower and a second quote from Interstate of $7,421.00 to replace the generator. McElroy reported the current generator is 14 years old and that he had filed an insurance claim. Adamson moved to table a decision until it was known if insurance will pay the claim, Steve Cass seconded. After further discussion Adamson rescinded her previous motion, Steve Cass then moved to replace the generator using Water department’s Maintenance budget and or insurance funds, Adamson seconded. Adamson moved to table consideration of the revised Police department policies and requested to see the current policies., Wright seconded. Matt Cass will get a copy of the current policies to the Council members. Roll call: YEAS: All, NAYS: None, ABSENT: None. The result being a majority YEAS, it is declared the motion carried. G. Wright moved to change the regularly scheduled November 27th Council meeting to Tuesday, November 25th at 6:00 p.m. due to Thanksgiving holiday on the 27th, Steve Cass seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None. The result being a majority YEAS, it is declared the motion carried. H. Adamson moved to pay the $20,000.00 LB 840 Housing Grant to MC Rentals, Mitch and Connie Olson for the remodeling at 304 S 14th Street, Apt. F, Tekamah, NE. Building/Zoning Administrator George Hill inspected the property and issued the Occupancy Permit. Olson submitted their receipts for work completed. Wright seconded the motion. Roll call: YEAS: All, NAYS: None, ABSENT: None. The result being a majority YEAS, it is declared the motion carried. I. Steve Cass moved to accept the job evaluation for Water/Wastewater Superintendent Jarrod McElroy and approve a pay increase of 5%, Wright seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None. Adamson moved to convene Executive Session at 6:33 p.m. for the prevention of needless injury to the reputation of an individual in discussion regarding Police Officer Benny Noordhoek’s possible change in job status. Wright seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None. The result being a majority YEAS, it is declared the motion carried. Officer Noordhoek asked for the discussion to be held in Executive Session. Police Officer Goeken joined this Execution Session at 6:50 p.m. Adamson moved to reconvene open session at 7:11 p.m., Steve Cass seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None. The result being a majority YEAS, it is declared the motion carried. J. Consideration of motion for change of job status as of November 1, 2025 for Officer Benny Noordhoek from full-time to part-time and continue reimbursement of his Medicare premium. This agenda item died for lack of a motion. K. Police Officer candidate Ryan Murphy was asked if he would rather have the agenda item of his possible hire in Open or Closed Session. Ryan was fine with Open Session. Ryan introduced himself and talked about his job experience. Discussion was held. Matt Cass moved to extend the Conditional Offer of Employment to Murphy. There was no second to the motion so this item died for lack of a second. L. Police Officer candidate Austin Brake was asked if he would rather have the agenda item of his possible hire in Open or Closed Session. Austin was fine with Open Session. Brake introduced himself and talked about his job experience. Discussion was held. Matt Cass moved to extend the Conditional Offer of Employment to Brake. There was no second to the motion so this item died for lack of a second. M. Adamson moved to accept the job evaluation of Officer Benny Noordhoek and approve a pay raise to $32.66/hour, Steve Cass seconded. Roll call: YEAS: All, NAYS: None, ABSENT: None.
