City of Tekamah PO Box 143 April 27, 2026 An Appeal Hearing and meeting of the Mayor and the City Council of Tekamah, NE was held at 5:00 p.m. on April 27, 2026, and convened in open and public session at the Tekamah City Auditorium. Present were Council members Matt Cass, Kelly Adamson, Colin Wright and Steve Cass. City Attorney and City Clerk Karolyn McElroy were also present. Mayor Jane Walford was absent. A quorum was established. Notice of the meeting was given in advance thereof by posting on April 18, 2026 in the usual three public places, a designated method of the City Council. Availability of the agenda was communicated in advance to the Mayor and Council. All proceedings hereafter shown were taken while the meeting was open to the public. Council President Matt Cass conducted the meeting in Mayor Walford’s absence. No consent agenda was presented. Public comments were heard from several members of the public for and against the termination of Police Officer Benny Noordhoek. A. Adamson moved to appoint Tammy Maul-Bodlak as hearing officer, Steve Cass seconded. Roll call is as follows: YEAS: All, NAYS: None, ABSTAIN: None, ABSENT: None. The result being a majority NAYS it is declared the motion carried. B. Public Hearing: To consider the following: whether, pursuant to City Code section 1-413 and other pertinent laws, the termination of Bernard (Benny) Noordhoek from his position as police officer for the City of Tekamah should be upheld, reversed, or modified. a. Adamson moved to open the Public Hearing at 5:20 p.m., Wright seconded. Roll call is as follows: YEAS: All, NAYS: None, ABSTAIN: None, ABSENT: None. The result being a majority NAYS it is declared the motion carried. b. Evidence was taken and testimony was given. c. Adamson moved to close the Public Hearing at 7:46 p.m., Wright seconded. Roll call is as follows: YEAS: All, NAYS: None, ABSTAIN: None, ABSENT: None. The result being a majority NAYS it is declared the motion carried. C. Discussion was held. City Attorney Munderloh advised that the Council has 30 days to make a decision to uphold, reverse or modify and if after 30 days there is no action the termination of Benny Noordoek will be upheld. Munderloh will send the exhibits to the city and the transcript should be ready by May 11th . Adamson moved to table the decision until the next Council meeting on May 14th , Steve Cass seconded the motion. Roll call is as follows: YEAS: All, NAYS: None, ABSTAIN: None, ABSENT: None. The result being a majority NAYS it is declared the motion carried. If the Council wanted to hold a Special meeting to decide it would take three Council members to do so.
