VILLAGE OF DECATUR REGULAR BOARD MEETING May 16th, 2022 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. Guests signing in were: Kay Kellogg, Misty Hardeman, Kylea Punke, Justin Punke, Linda Dunning, Rod Nelson, Kelly Adamson, Ann Chytka, Debbie Krutilek. The guest not signing in was Justin Boden. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE Roll Call: Hightree-absent, Klatt-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Hightree was excused due to medical reasons. Roll Call: Klatt-yes, Siecke-yes, Troutman-yes, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-absent, Klatt-yes, Siecke-yes, Troutman-yes, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were no corrections. Roll Call: Hightree-absent, Klatt-yes, Siecke-yes, Troutman-yes, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1)Police: Monthly Report No Report Siecke stated he received a phone call from Brittany Hedlund stating she was resigning as Interim Police Chief. Officer Sparks does not want to be Chief, but will be doing the paperwork and Siecke will have to sign that paperwork. A. Accept Brittany Hedlund’s Resignation as Interim Police Chief. Troutman made a motion to accept Brittany Hedlund’s resignation as Interim Police Chief. Klatt seconded the motion. Roll Call: Klatt-yes, Siecke-yes, Troutman-yes, Warren-yes. 2)Lights: Monthly Report- A. 3 meters pulled. B. Bid from Burt County Public Power for replacing cutouts. Received a bid from Burt County Public Power to start replacing cutouts for electricity. $165.35 for labor and truck for each cutout. The price on each cutout is $80.00. Klatt made a motion to accept Burt County Public Powers bid in the amount of $163.35 for labor and truck and order cutouts from Border States. Troutman seconded the motion. Roll Call: Warren-yes, Siecke-yes, Klatt-yes, Troutman-yes. 3) Water & Sewer: Monthly Report- Water loss-unable to determine. A. Backflushing uses 12,000 to 15,000 gallons of water and this is done twice a month and is not accounted for. B. Bids for replacing Storm Sewer that collapsed on Broadway. LA Concrete $22,780.00 this bid includes Nelson Construction $19,572.88 this bid includes Troutman made a motion to accept LA Concrete Bid of $22,790.00. Warren seconded the motion. Roll Call: Klatt-yes, Siecke-yes, Troutman-yes, Warren-yes. 4) Parks: Income for April. $5,549.91. The boat dock is in at Beck Park. New bulletin board is being put up on Tuesday at the old shower house. Board members talked about putting a solar light by the bulletin board. The ball field is going to be disced up. There is a possibility of a team using the ball field. 5) Streets: Monthly Report: A. February 2022 Sales Tax $8,267.94 - 1/2 to LB840. B. May 2022 Highway Allocation $5,943.39. C. 1-6 Year Street Plan/Broadway Bridge The bridge on Broadway had a pot hole that went completely through. The engineering firm has looked at it. Theisen Construction will be here to patch the hole. The Board asked if our engineering firm does bridge work. Ann stated that any project over $107,000.00 needs to be engineered per State Statute. D. Marx Distribution charges $1.45 a foot for oil spraying for dust control on West 7th Street. Marx Distribution uses calcium chloride to spray. Klatt will call Marx Distribution to get some numbers. 6) Sears Center: Bid for New Camera System at the Sears Center. Black Diamond was not able to give a bid before the meeting. Tabled until next month’s meeting. 6) NEW BUSINESS: 1. Justin and Kylea Punke - West 13th Street/Dead Trees in Fence Line. There are dead trees in their fence line, there is no street or alley behind their property. Siecke suggested working with the adjacent land owners to get rid of the trees. Justin stated that there is rebar coming out of the West 14th street. Klatt stated that he will get with Larry McCullock (Maintenance Supervisor) to look at that street and find some kind of solution. 2. Cameron Johnson - (First Data) Credit Card Machine. Was not able to attend meeting. 3. Decatur Fire Department - Liquor License for Friday, June 17th, 2022. Requesting a liquor license for Friday, June 17th, 2022 for Riverfront Days. Warren made a motion to approve the liquor license for June 17th, 2022. Klatt seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Klatt-yes. 4. Decatur Community Club - Liquor Licenses for Sunday, June 19th, 2022. Requesting a liquor license for Friday, June 19th, 2022 for Riverfront Days. Warren made a motion to approve the liquor license for June 19th, 2022. Klatt seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Klatt-yes. Linda Dunning asked if the Community Club could use the hall June 17th for the Magic Show All of the Board members agreed that they could. She also asked why golf carts were not legal to drive in the Village City limits? Siecke stated that we have a hard enough time getting people to license the ATV and UTV’s. 5. Justin Boden (Broadway Brothers) - Liquor License for Riverfront Days. Requesting a liquor license for Friday, June 17th, 2022 for Riverfront Days. Warren made a motion to approve the liquor license for June 17th, 2022. Klatt seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Klatt-yes. 6. Kay Kellogg - Commercial/Workers Comp Insurance Renewal. Kay came to the table to go through the 2022-2023 Commercial Insurance Policy. Troutman made a motion to approve the 2022-2023 Commercial Insurance Policy. Klatt seconded the motion. Roll Call: Siecke-yes, Warren-yes, Troutman-yes, Klatt-yes. 7. Kelly Adamson - LB840 Application. Three Rivers Housing filled out an application for LB840 Funds in the amount of $15,000.00 to purchase the property at 421 West 9th Street for housing. Klatt made a motion to approve the application for Three Rivers Housing to purchase the property at 421 West 9th Street. Klatt made a motion to approve the LB840 Application in the amount of $15,000.00. Warren seconded the motion. Roll Call: Troutman-yes, Siecke-yes, Klatt-yes, Warren-yes. 8. Use of Library for School Summer Program. Sponsors are Brenda Heckenlaible and Christine Blevins. All the board members agreed for the school to use the Library at the Sears Center. Judy Connealy gave a tour of the clinic to the Pender hospital to possibly use it as a satellite clinic. Judy has spoke with many hospitals and clinics to see if they were interested in using the equipment. Siecke stated that maybe the Village could use some LB840 money to equip the clinic. 9. Planning Commission Meeting Minutes and Recommendations. Rod Nelson came to discuss the meeting minutes and recommendations. Siecke stated that all the Board members read the recommendations, and it will be discussed at the next meeting. 10. Rick Huffman-Accept Resignation from Planning Commission. Troutman made a motion to accept Rick Huffman’s resignation from the Planning Commission. Warren seconded the motion. Roll Call: Klatt-yes, Siecke-yes, Troutman-yes, Warren-yes. 11.Resolution # 167 - Accepting 2022 Local Emergency Operations Plan. Resolution #167 Siecke introduced Resolution #167. Next Regular Board Meeting June 9th, 2022 at 4:30 PM. 2. Cleanup Day May 21, 2022 from 8:00 AM to 12:00 PM at the recycling center. 3. Email from Lyons City Office to see if anyone from Decatur would be interested in helping plan or volunteer an event to recognize and thank the Volunteer Fire Departments that helped with the fire in April. The date is set for June 24th, from 5-8 PM. 4. Veteran Banners. The Village of Decatur spoke with the Arlington Clerk about the Veteran’s Banners that they have hung, we are looking to see if there is interest in the Village of Decatur doing this. 5.
