VILLAGE OF DECATUR REGULAR BOARD MEETING June 8th, 2023 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The guest signing in was: KC Bang, Tadd Vosberg, Brenda Hunter, John McFarland, Rashelle Rickers, Bill Rickers, Barb Maslonka, Rod Nelson. Guest not signing in was Donald Grant. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Troutman had back surgery today. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1. Police: Monthly Report. A. Officer Muncy who was hired in April, has resigned. Warren made a motion to accept Shaun Muncy’s resignation. Kirschenman seconded the motion. Roll Call: Siecke-yes, Hightree-yes, Warren-yes, Kirschenman-yes. A. Tadd Vosberg-Police Application. Tadd came to the table. The Board talked with him. Hightree made a motion to hire Tadd Vosberg as part-time police officer, with passing of background check. Warren seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Hightree-yes, Warren-yes. Siecke stated to Chief Bang that as soon as he is off light duty, he would like to see some properties get cleaned up. Chief Bang asked of the Board could hire someone to make initial contact with these property owners and after the time period the police would take over. Siecke stated that in the past it seems to carry more weight to have the first contact with an officer. Warren asked Chief Bang about the Razors that keep popping up in town, and have no flags or license? Chief Bang stated that he has seen these from his home. He stated that the County Sheriff does not enforce Village Ordinances, but if an officer is working for the Village and sees this, there can be a citation issued. 2. Lights: Monthly Report Tree fell on the street light at the Green Lantern parking lot. It bent the arm, but McCullock stated that he thinks it can be straightened. The rest of the fuses that need replaced will be put on hold for now. The basket truck is running at the moment. Patrick Buckley sent an email from Sunbelt Solomon out of Kansas, inquiring about transformers. McCullock has talked with him. He is getting a price list for transformers. 3. Water & Sewer: Monthly Report Jason was not here. 4. Parks: Monthly Report A. May 2023 Income of $14,212.22 B. Fish Cleaning Station is out of order. It needs a solenoid; lead time is 5-6 weeks for part. Hightree made a motion to have Electric Pump to order the solenoid for the fish cleaning station for $160.00. Kirschenman seconded the motion. Roll Call: Siecke-yes, Warren-yes, Hightree-yes, Kirschenman-yes. Warren stated that everything has been going well at the Splash Pad. He did say that he did see some alcohol being consumed there by adults. At first, they were in their vehicle, but as soon as they were there by themselves, then it was taken to the Splash Pad. Siecke stated that it is part of the camp ground. Warren stated that we need more posts and corner posts to finish out the fencing. 5. Streets: Monthly Report Siecke asked Kirschenman to contact Knife River to see when they will get started with the street repairs. Kirschenman stated he would contact them tomorrow. Warren asked about the street sweeping before Riverfront Days? A. June 2023 Highway Allocation-$7,153.19. B. March 2023 Sales Tax $11,672.62-1/2 to LB840. 6. Sears Center: Monthly Report Nothing to report. 7) NEW BUSINESS 1. Barb Maslonka-Water Pressure Barb came to the table. She stated she has no water pressure at her house. Siecke stated that they are going to try and move her from the ¾ inch line to the 2inch line that is to the east of her. The Board wanted her to know that they will be working on this. 2. Brenda Hunter-Forgive late fee for people who do not get paid until after the 15th of each month. Brenda and a guest came to the table. Brenda asked if the late fee could be forgiven for people that do not get paid until the end of the month. The Board members consensus was if they did this, they would be setting a precedence. So, the answer is no. 3. Kathy Robertson-Cat Ordinance. Kathy and Aleta Jessen came to the table to discuss a new Cat Ordinance. She also gave the Board a report of the 92 cats that have been spayed and neutered in the Village. She explained to the board all the work and donations that have been received for this project. 4. Jason Hightree-Lot 6, Block 21. Jason did not attend the meeting. 5. Rashelle and Bill Rickers-Sewer Main 2nd Avenue, bills for jetting. Rashelle and Bill came to the table along with Don Grant. They are very frustrated with the issues with the 4” sewer main on 2nd Avenue. Every time the main is plugged and cleaned out, sewage backs up into their basements. Siecke stated that they are waiting to have the main camera to see where the low spot is and get that fixed and then replace that main with a larger pipe across the street. Don Grant spoke as to the backing up into his basement, (this is happened 3 times). He stated he would volunteer to dig up the main. The Board stated that they would have to check with the attorney about the liability of this. Siecke stated that they are working to get this issue fixed. Siecke asked the clerk contact Cass Plumbing, Nelson Construction and North Sioux City Holdings Co to get bids to fix this issue. Rashelle and Bill Ricker were reimbursed for their expense of having their sewer line jetted twice when it was not their issue, it was the Village main that was plugged. 6. John McFarland-Trim trees over power line. John came to the table to ask when the tree trimmers will be here again. The tree on his property is in the primary line. The Village has been waiting for the tree trimming company to come back. Siecke asked the Clerk to have McCullock get a hold of the other tree trimming company to see if they have time to cut the tree down. John stated he would like to help the Village out. Siecke asked him to please fill out an application tomorrow. 7. Storm Sewer on 10th and Broadway. Kirschenman stated that the storm sewer on 10th and Broadway needs replaced. Hightree stated he has been in contact with a contractor from Homer. Kirschenman stated that the ones we have are too small when it rains hard. The contractor is supposed to be bidding new collection boxes and possibly larger drains. 8. Contract End Date for Johnson Control Fire is 08/31/2023. Summit Fire Protection is getting us a bid for Fire Inspections and Alarm monitoring. They will also be fixing the post valve indicator at the Sears Center. 9. Dog problem in town. The Village has had several complaints on Roger Phillips dog. It has attached other dogs and people. Siecke asked what we need to do to deem a dog vicious? He asked to have this on the agenda for July. 10. Booze Property. Chief Bang spoke with the Village attorney. Officer Townsend and Chief Bang spoke with Mr. Booze, and tagged the campers. They watched it over Memorial Day weekend and did find that they were family members, (Siecke stated that does not matter) Hightree made a motion to have our Attorney proceed to District Court with this issue. Kirschenman seconded the motion. Roll Call: Siecke-yes, Warren-yes, Hightree-yes, Kirschenman-yes. 11. Bids for new F350 4x4 gas utility truck. Tabled this until we receive another bid from Baxter for a 2024 truck. 12. Bid for additional antenna for cameras at Beck Park. There was a theft incident at the Splash Pad. (a lawn chair was taken). Warren went through the video, but the video stopped working at 6:38 PM. Warren spoke with the owner of Black Diamond (they installed the camera system) Jason stated that we should purchase another antenna and split the top portion of the camp ground from the bottom portion of the camp ground this should take care of the issue. The price of another antenna is $356.20. Hightree made a motion to purchase another antenna for Beck Park. Warren seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Hightree-yes, Warren-yes. 13. Donation of 4,100 square foot of sod at the splash pad from Lonnie Rogers. The Board signed a thank you letter to Lonnie Rogers for the sod. 14. Donation of laying 4,100 square foot of sod at the splash pad from Jeremy Schuetze. The Board signed a thank you letter to Jeremy Schuetze for laying the sod. 8) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting, Thursday, July 13th, 2023 at 5:30 PM. 2. The hours for the Splash Pad will be 10:00 AM to 8:00 PM daily. It will close for the season on October 20, 2023. The Board will revisit the closing for the season date as it gets nearer. 3. Email from Mosquito Control. 4. When the Insurance Adjuster was inspecting the gutters, he found hail damage. Kay Kellogg has turned in the claim. 5. Are there any questions or comments from the audience?
