VILLAGE OF DECATUR REGULAR BOARD MEETING July 14th, 2022 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. Guests signing in were: Rene Larson, Ryan Hoops, Rod Nelson. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE Roll Call: Hightree-yes, Klatt-absent, Siecke-yes, Troutman-late, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Klatt was excused due to personal reasons. Roll Call: Hightree-yes, Klatt-absent, Siecke-yes, Troutman-late, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Klatt-absent, Siecke-yes, Troutman-late, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were no corrections. Roll Call: Hightree-yes, Klatt-absent, Siecke-yes, Troutman-late, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1)Police: Monthly Report No Report. A. Siecke stated that at the end of the meeting he would like to go into executive session to discuss Police Application. Troutman made a motion to go into executive session at 5:36 PM. Warren seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Troutman-yes, Warren-yes. Troutman made a motion to come out of executive session. Warren seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Troutman-yes, Warren-yes. 2)Lights: Monthly Report A. No meters pulled. B. REA will be here the first of next week to relocate the electrical line at Beck Park. C. The line on the corner of 9th and Broadway needs to be raised. D. Discussed poles to hold the Christmas Skyline. 3) Water & Sewer: Monthly Report- A. Still unable to determine water loss. B. The Weir for the sewer plant is still in production. C. It has been five years since the reservoir has been cleaned and inspected. Troutman will get with Larry McCullock to contact a company that does this. 4) Parks: Monthly Report. $ A. June Income of $11,897.58 B Warren stated that there needs to be something done about the ATV’s and UTV’s that are driving around town without a permit and young people driving. There will be signs put up at the camp ground about the ATV’s/UTV’s. 5) Streets: Monthly Report: A. June 2022 Highway Allocation $6,580.05. B. April 2022 Sales Tax $8,543.79, ½ to LB840. C. Will have the maintenance crew get the speed bumps in. 6) Sears Center: Monthly Report A. New Camera System is Installed. B. Addition of a Three-Year Analytics and Service Contract for the Sears Center Camera System. $2,880.00, The 3-year service contract only is $1,440.00. The 3-year analytics contract only is $2,016.00. Hightree made a motion to add the 3-year Analytics and Service Contract for the camera system. Troutman seconded the motion. Roll Call: Warren-yes, Siecke-yes, Hightree-yes, Troutman-yes. 6) OLD BUSINESS 1. Ameritas Retirement Plan Checklist. Siecke and the Clerk had a teleconference with Ameritas and they were supposed to send a checklist, and the Village did not receive the checklist. 7) NEW BUSINESS: 1. Maggie Hoops-Lot Split Application. Ryan Hoops came to the table. They are wanting to split off and sell 3.6 acres of their property. The Planning Commission met on 06/14/2022 and approved the lot split application. Warren made a motion to approve the lot split application for Ryan and Maggie Hoops. Troutman seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Warren-yes, Troutman-yes. 2. Rene Larson-Lot Split Application. Rene Larson came to the table She is wanting to split Lot 27 in block #19, due to Gene Hightree wanting to buy it, to ad one to his lean-to. The Planning Commission met on 06/14/2022 and approved the lot split application. Hightree made a motion to approve the splitting of Lot 27, Block 19, Village of Decatur, NE. Warren seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Hightree-yes, Warren-yes. 3. Juneteenth Holiday The Board decided to ask Matt Munderloh about the Juneteenth holiday. Whether it is required or not? 4. Pre-Pay Propane The Village received a quote from Sapp Brothers for pre-pay propane. The Board asked the Clerk to call Smith Farm Service and Midwest Service to get quotes. 5. Burgess Health would like to use the store room at the Sears Center for Home Healthcare and Hospice. The Board decided not sign a lease with Burgess, but go from month to month. The rent would be $150.00 a month, with the stipulation, that if another Doctor comes and they want to use the storeroom, then Burgess would have to vacate. Warren made a motion to allow Burgess to use the storeroom at the Sears Center for $150.00 a month, with the stipulation that if another Doctor comes in and wants to use it, then Burgess has to vacate. Hightree seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Hightree-yes. 6. Dump Truck Warren made a motion to table the dump truck until other board members have a chance to look at it. Hightree seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Hightree-yes, Warren-yes 7. Resolution #169 Signing Program Agreement Between the Village and Northeast Nebraska Department of Transportation for Replacing the Broadway Bridge. Siecke introduced and read Resolution # 169 RESOLUTION #169 SIGNING OF THE PROJECT PROGRAM AGREEMENT – BL2246 Adopted this 14th Day of July, 2022 at Decatur, Nebraska The Village Council of Decatur Wayne Hightree Dennis Klatt (absent) Jason Troutman Mark Siecke Don Warren Board/Council Member Warren Moved the adoption of said resolution Member Hightree Seconded the Motion Roll Call: 4 Yes, 0 No, 0 Abstained, 1 Absent Resolution adopted, signed and billed as adopted. Siecke read Klatt’s resignation letter. Warren made a motion to accept Klatt’s resignation from the Village Board. Troutman seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Warren-yes, Troutman-yes. Siecke stated that all of the Board members accept this with deep regret. 8) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting August 11th, 2022 at 4:30 PM. 2. Email from Mosquito Control of Iowa. Because the weather has been dry, they will be using a different way of spraying. 3. Picture of the Replacement Bricks. The bricks are almost exactly a match. 4. Are there any questions or comments from the audience? There were none. 9) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by Hightree and Warren 2) Troutman made a Motion to Approve the Claims as submitted.
