VILLAGE OF DECATUR REGULAR BOARD MEETING January 11th, 2024 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. There were no guests signing in. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1) Police: Monthly Report 3- Traffic Stops 1- Arrest 4- Calls for Service A. Approval for Jonathan E Roma-Rodriguez Part-time Officer. The Board tabled this item until they are able to meet with the applicant in person. 2) Lights: Monthly Report- No meters pulled. A new transformer had to be put in on Broadway. 3) Water & Sewer: Monthly Report- Water Loss-0.23%. There is a water leak at the ball park. The Board discussed putting in a new main from the ball park to the camp ground. This project will have to be engineered. This water leak is not affecting anyone at this time. 4) Parks: Income $179.18 for December. 5) Streets: Monthly Report January Highway Allocation: $7,017.36, Motor Vehicle Fees- $1,237.30, December 2023 Sales Tax $11,649.37-Half to LB840. 6) Sears Center- Partnership with United Health Care for 65+population for the Fitness Center. Hightree made a motion to join in a partnership with United Health Care for 65+population for the use of the Fitness Center. Warren seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Troutman-yes, Hightree-yes, Warren-yes. 6) OLD BUSINESS: 1. Greg Jump-Update on apartments and receipts. Greg did not come to the meeting. Kirschenman asked about the other door and window to be put in at Greg Jumps apartments. Siecke stated that he will be putting in the other door and window. 7) NEW BUSINESS: 1. Quote from T&R Electric for Transformer Replacement. $1,414.00. Troutman made a motion to order the transformer from T&R Electric for $1,414.00. Hightree seconded the motion. Roll Call: Kirschenman-yes, Warren-yes, Siecke-yes, Troutman-yes, Hightree-yes. 2. Discuss 2004 Ford Dually. The Board decided to keep the 2004 Ford Dually until August 2024. Warren stated to take the other snow plow brackets off this truck before it is sold. Possibly advertise it on Market Place before the Lee Valley sale in August. The Board discussed the box for the new truck that was purchased. Troutman ordered running boards for the new truck and they are to be delivered tonight. Warren asked if a seat cover had been ordered yet. Troutman stated no, they discussed purchasing the seat cover from Weather Tech. 3. Don Warren’s term up for the Burt County Economic Development Corporation. Nomination? Warren stated he would serve one more term. Warren was nominated by Hightree to serve one more term on the Burt County Economic Development Committee. Troutman seconded the motion. Roll Call: Siecke-yes, Kirschenman-yes, Warren Abstained, Hightree-yes, Troutman-yes. It was brought up by Troutman that the whistle is not working. Siecke stated to call Christensen Electric to let them know the whistle is not working. 8) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting February 8th, 2024 at 5:30 PM. 2. Are there any questions or comments from the audience? There were no questions. 9) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by Hightree and Troutman. 2) Motion to Approve the Claims as submitted Troutman made the motion to approve the claims as submitted. Warren seconded the motion. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 10) MOTION TO ADJOURN THE REGULAR MEETING: Troutman made the motion to adjourn the meeting.
