VILLAGE OF DECATUR REGULAR BOARD MEETING December 14th, 2023 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. Guests signing in were: Rod Nelson, Kayla Logeman. Guests not signing in were Steele Valenzuela, Russ Willis. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. Quorum Present-yes. 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Troutman’s had his children’s Christmas program this evening. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1) Police: Monthly Report: Chief Bang was not able to be here, he is ill. 9 traffic stops. 1 arrest. 5 calls for service. He has lost 3 officers, but he is trying to get more recruited. If the Board has any questions, please contact him. Warren stated he thinks the police car should go back to the storage building, Siecke agreed. 2) Lights: Monthly Report: Burt County Public Power has replaced the poles at the ball park and on second avenue. 3) Water & Sewer Monthly Report Water leak was found and has been fixed. The pump at the lift station on Riverview fail, due to someone flushing something down the sewer and broke the impeller and sheared the bolt off. Electric Pump was here and thought they had it fixed. They put it back in and it shook terribly. The Pump was 1 week out of warranty, but Electric Pump is going to honor the warranty we will have to pay the labor. The lift station is running on one pump, and Larry checks it daily. 4) Parks Monthly Report: Income of $1,275.36 Warren stated that the bank has caved off at the walk bridge when the river dropped so fast. They discussed watching it to make sure that the piling is not exposed. 5) Streets Monthly Report: December Highway Allocation-$6,953.26. Sales Tax-$16,103.29, ½ to LB840 Fund. Jim Judt stated his road is breaking up. TR Harris Construction is working on the stormwater intake by the firehall. Warren asked why the cones are on West 10th Street by the stormwater intake? The grate is missing, that is why the cones are there. Siecke will ask Larry where the grate is. 6) Sears Center: Nothing to Report. 1. Back Door Issue A-United has been working on the back door. Rob Sparks is working on the exit doors at the Sears Center. 6) OLD BUSINESS 1. Mosquito Control of Iowa No one came to the meeting. 2. Tree Bid Beatty Tree Service-10,100.00. Siecke stated that we can possibly do one or two trees per month. Two of the Board members will get together and choose the worst trees. 3. TMS Bid-Water Tank The Village is not able to do this project yet. The company wants 30% down. The total bid is $87,620.00 to replace the liner in the water reservoir, 30% of that is $26,286.00. 4. Contract with North Sioux City Holdings regarding Second Avenue Sewer Project. The board decided to not sign the contract with North Sioux City Holdings. They feel the driveways that were undermining, they did not do completely. They will table this issue. 7) NEW BUSINESS: 1. Reorganization of the Board of Trustees. Siecke adjourned the meeting and turned it over to the clerk, for the purpose of appointing a temporary Chairman. The Clerk asked for a motion for a temporary Chairman. Siecke made a motion to appoint Hightree as Temporary chairman. Kirschenman seconded the motion. Roll Call: Warren-yes, Hightree-abstain, Siecke-yes, Kirschenman-yes. Resolution #188-Signing of the Year-End Certification of the Village Street Superintendent 2023. Siecke read Resolution #188. Resolution # 188 is available to read at the Village Office. Warren made a motion to approve Resolution #188 Signing of the Yearend Certification of the Village Street Superintendent 2023. Hightree seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Hightree-yes. 5. Willis Supply Company. Russ Willis came to the table. They are sewer and water supply company. They explained their products to the Board. The Board asked them to send a price sheet via email. 6. Maple Villa Kayla Logeman came to the table to talk about how the Maple Villa is doing. Hightree made a motion to extend the at cost discount for the Maple Villa until June of 2024 and revisit then. Kirschenman seconded the motion. Roll Call: Siecke-yes, Warren-yes, Hightree-yes, Kirschenman-yes. 7. Burt County Public Power Rates. The Board received a letter from Burt County Public Power regarding Rate Adjustment. Overall, these adjustments are projected to result in a net zero increase to the Village. 8. Steele Valenzuela-Property Line Dispute Steele came to the table to discuss a property dispute issue with a neighbor. The Clerk contacted the Village attorney about this. He stated that this is a civil matter that the Village should not get into. 9. Skylar McMullin Warren made a motion to go into executive session at 6:30 PM. Hightree-seconded the motion.
