VILLAGE OF DECATUR REGULAR BOARD MEETING August 10th, 2022 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. Guests signing in were: Denny Klatt and Debbie Krutilek. The Guest not signing in was Michael Klatt. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE Roll Call: Hightree-yes, Siecke-yes, Troutman-yes, Warren-late. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Roll Call: Hightree-yes, Siecke-yes, Troutman-yes, Warren-late. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Siecke-yes, Troutman-yes, Warren-late. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were no corrections. Roll Call: Hightree-yes, Siecke-yes, Troutman-late, Warren-late. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1)Police: Monthly Report: A. No Report B. Police Academy Ramsey Griffin. There are conflicting statements on Officer Griffin as to whether he can take the reciprocity training or if he needs to go to the academy. Troutman stated that Officer Griffin’s past supervisor stated that he has the same training and he is able to take the reciprocity training. The Village will check into this. 2)Lights: Monthly Report A. No meters pulled. Hightree is trying to contact the plumbers for the splash pad, with no luck. We received another 62 cutouts today. The board will decide whether to send them back to Border States or keep them. Siecke asked about the poles for the Christmas Swag. The board discussed contacting other companies about poles. 3) Water & Sewer: Monthly Report- A. Still unable to determine water loss. Siecke asked Troutman what is wrong with the pump at the water plant? The Old high side pump is not working correctly. The bid that was received in June is no longer valid. Layne Granite will be sending us an updated bid. Layne Granite was here today looking at the well. When they get the results, they will get in touch with Troutman and Larry McCullock. The Village received the 2nd and final payment of ARPA ECU Funds in the amount of $40,972.66 from the State of Nebraska. Siecke stated that this money could help with what needs to be done at the water plant. Siecke asked if we have to replace the pump with the same size? Layne Granite is coming up with solutions for this issue. The gaskets for the Weir showed up yesterday, hopefully the Weir will be here this week. There was an issue at the sewer plant. The room where the records, printer and other important items are kept, was broken into and flooded the room. The only things that were damaged were the records (the bottom draw of the filing cabinet was full of water). McCullock is not sure if it was broken into or what happened. The guys fixed the bottom of the gate to the sewer plant, thinking that this might have been how someone got in. McCullock spoke with the State and they stated that there is no problem with the records being destroyed. 4) Parks: Monthly Report. $ A. June Income of $8,979.92. Warren stated that there are really no issues with the park. People have been driving around the speed bumps. 5) Streets: Monthly Report: A. August 2022 Highway Allocation $6,528.27. B. May 2022 Sales Tax $10,233.83 ½ to LB840. Warren stated that there are some potholes and cracks that need to be fixed. The supply of cold mix will be checked. Troutman stated that there needs to be a speed bump placed on West 10th Street going to the cemetery. This could be placed on the agenda for September. 6) Sears Center: Monthly Report A. Nothing to Report. It was asked if Burgess had moved into the storeroom at the Sears Center. Burgess Hospital Administration was here to look at the room on August 4th. It sounded as though it would work for them, with the stipulation that if another hospital wants to use this as part of their clinic, then Burgess would have to vacate. 6) OLD BUSINESS 1. Shane Jensen-Simple IRA. Hightree made a motion to match up to 4% into an Employee Simple IRA for all full and part-time employees. Troutman seconded the motion. Roll Call: Warren-yes, Siecke-yes, Hightree-yes, Troutman-yes. 2. Pre-Pay Propane The Village has a $1,082.00 credit left from last winter. Sapp Brothers $1.649 per gallon Smith Farm Service $1.789 per gallon Midwest Service $1.89 per gallon. Warren made a motion to sign contract with Sapp Brothers for 6000 gallons of pre-propane. Hightree seconded the motion. Roll Call: Troutman-yes, Siecke-yes, Warren-yes, Hightree-yes. 3. Juneteenth Holiday. Discussion. No motion. 7) NEW BUSINESS: 1. Elect Vice Chairman Warren made a motion to appoint Hightree as Vice Chairman. Troutman seconded the motion. Roll Call: Sieck-yes, Warren-yes, Hightree-abstained, Troutman-yes. Hightree will have to go to the bank to sign a signature. 2. Fill Board Vacancy if there are applicants. There were two names. Michael Klatt and Roger Kirschenman. Siecke stated the first name on the list is Michael Klatt. Hightree made a motion to appoint Michael Klatt for the vacancy on the Village Board. Klatt’s term will end in December, 2022. Troutman seconded the motion. Roll Call: Siecke-yes, Warren-yes, Hightree-yes, Troutman-yes. Michael Klatt read his Oath of Office. Klatt will be the Street Commissioner. 3. Broadway Brothers-Block off the street for the Street Dance/Poker Run (Suicide Awareness), August 27, 2022. Starting at 11:00 AM to 1:00 AM. Troutman made a motion to allow Broadway Brother to block off the street for the Poker Run/Street Dance on August 27, 2022 starting at 11:00 AM and ending at 1:00 AM. Hightree seconded the motion. Roll Call: Klatt-yes, Warren-yes, Siecke-yes, Troutman-yes, Hightree-yes. 4. Bid For Cleaning Reservoir. The reservoir has to be inspected every five years. The Village received a bid from Midco Marine and Diving Company for cleaning and inspecting the reservoir. Troutman made a motion to accept Midco Marine and Diving Companies bid for $3,186.00. Warren seconded the motion. Roll Call: Hightree-yes, Klatt-yes, Siecke-yes, Troutman-yes, Warren-yes. 5. Bid for 3-Phase High Side Pump. The bid that was received for the High Side Pump has expired. This project is tabled until the Village receives a new bid. 6. LB840 Application-Decatur Housing Authority. The Decatur Housing Authority submitted an application for LB840 funds to assist with the payment for the lift pumps and other bills that need to be paid. Roll Call: Hightree-yes, Siecke-yes, Troutman-yes, Warren-yes, Klatt-yes. 7. LB840 Application-D&M Repair. D&M Repair submitted an application for LB840 funding to replace tin on 3 sides including insulation (bid is $21,910.00) and 20x40 lean-to existing to old building on the south side (bid is $15,540.43) for a total of 37,450.43. Jim Phelps (owner) had no bid from contractor for instillation. He is guessing what the cost of instillation would be $29,129.00. Total cost project is $52,579.43. While going through the application, the Board discovered in the application that the amount of funds available for any single project shall not exceed 50% of the total cost. It was decided to table this until next month. 8) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting Wednesday, September 7th, 2022 at 4:30. 2. Northeast Nebraska Telephone Company is hosting a coffee hour on September 20, 2022 at Broadway Brothers and they asked if someone from the Board could be present. 3. Northeast Nebraska Telephone Company wants to sponsor a Veteran Banner. 4. Are there any questions or comments from the audience? Denny Klatt came to the table to apologize for not being at the last meeting. He stated it had been a pleasure being on the Board. 9) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by Hightree and Troutman 2) Warren made a Motion to Approve the Claims as submitted. Troutman seconded the motion. Roll Call: Hightree-yes, Klatt-yes, Siecke-yes, Warren-yes, Troutman-yes. Motion to close the regular meeting at 5:59 PM. Motion to open the Public Hearing at 6:00 PM. Public Hearing: Acquisition of Real Estate located at Lots 11, 12, 23, 24, Block 92; Lots 11, 12, 23, and 24, Block 93; and Lots 11, 12, 23, and 24, Block 91. These Lots are where the Splash Pad will be placed. Discussion and action on execution of purchase agreement for Lots 11, 12, 23, 24, Block 92; Lots 11, 12, 23, and 24, Block 93; and Lots 11, 12, 23, and 24, Block 91. Siecke gave a background the Acquisition of real estate located at Lots 11, 12, 23, 24, Block 92; Lots 11, 12, 23, and 24, Block 93; and Lots 11, 12, 23, and 24, Block 91 was for the Splash Pad.
