The regular monthly meeting of the Oakland Heights Board of Directors convened in open and public session on September 20, 2023 in the Oakland Heights Conference Room. Notice of the meeting was made public in advance thereof by posting notice in three places, one of the designated methods for giving advance notice. Minutes of the August 16, 2023 meeting were approved as distributed. Next meeting is planned for October 18, 2023. The meeting was called to order by President Judy Schernikau. At 8:30am a quorum was established with the presence of Randy Johnson, Rosa Schmidt and Dan Tanksley, Jr. Kathy Rennerfeldt was absent and excused. Also present was Administrator David Deemer. Mr. Deemer was asked to present and lead discussion of items on the agenda. The DHHS annual survey resulted in two deficiencies in which a plan of correction has already been submitted. Both deficiencies are low severity designations. The annual inspection from the fire marshal resulted in five minor concerns that need to be corrected. The kitchen hood does not meet current codes. Finding a company to replace the hood has been a futile effort. The Fire Marshal has granted a six-month waiver to allow time to locate a replacement of the hood. Other areas that need corrected are replacement of extension cords and corrections to the inspection of the sprinkler system in the event of a fire. The plan of correction has been written, submitted and approved. Some of the Nielsen grant money was slated for a telephone system upgrade. A proposal from Kidwell will install and support a modernizes system for Oakland Heights. Implementation in the amount of $2,660 plus $828 per year for IT services will get the project started. Ring Central will support the calling services for $437 per month. A motion was offered by Randy Johnson with a second from Dan Tanksley Jr to authorize David Deemer to contract with Ring Central and Kidwell. On roll call all ayes no nays motion carried. A motion was offered by Randy Johnson to exit regular session and enter Executive Session to discuss personnel issues with a second from Rosa Schmidt. On roll call all ayes no nays motion carried. Executive session began at 9:25am. A motion was offered by Rosa Schmidt with a second from Randy Johnson to exit executive session and return to regular session. On roll call all ayes no nays motion carried. Regular session resumed at 9:45 am. Nursing home had one positive covid resident on 9/1 and assisted living had one positive resident on 8/23. Both sides were able to control the outbreak and keep it to just one resident. QAPI projects include deficiency awareness, abatement and corrections. Oakland Heights is currently a four-star facility and currently has 39 skilled residents and 17 assisted. There is a need for a full-time dietary aide. Incident summaries were reviewed, financials distributed and warrants submitted for payment. Motion to pay warrants offered by Randy Johnson with second by Dan Tanksley, Jr. On roll call all ayes no nays motion carried. There being no further business to transact, motion to adjourn offered by Rosa Schmidt with a second from Randy Johnson. On roll call all ayes and no nays motion carried.
