The regular monthly Board of Education meeting was held Monday, August 8, 2022 in the Board Meeting Room in the Elementary Building. Administrators present were Superintendent Jessica Bland, Elementary Principal MacKenzie Charling and Secondary Principal Michelle Burton. President Anderson called the meeting to order at 8:00 p.m. and noted the Nebraska Open Meetings Law. Notice of this meeting was properly posted and/or published by advance Public Notice in accordance with Board Policy #2008 with notice and advance agenda given to the President of the Board and all members prior to the meeting date. Magnusson moved that Marilee Groth, Dane Johnson and Diane Pelan-Johnson are absent, excused. Unwin seconded the motion. There was no discussion. Voting results were: For Motion-6; Against Motion-0. Motion carried. ROLL CALL Roll Call was called with the following members present: Dan Gramke, Brett Johnson, Kiley Johnson, Tim Magnusson, Henry Unwin and Aaron Anderson. REGULAR AGENDA President Anderson welcomed 1 visitor. No one addressed the Board. CONSENT AGENDA Brett Johnson moved that the consent agenda be approved as presented. Magnusson seconded the motion. There was no discussion. Voting results were: For Motion-6; Against Motion-0. Motion carried. Items included in the consent agenda included the approval of August 8, 2022 meeting agenda; approval of claims from the General Fund in the amount of $62,792.46, the Lunch Fund in the amount of $8,862.47 and the Building Fund in the amount of $51,520.43; and the approval of minutes from the July 11, 2022 regular school board meeting. TREASURER’S REPORT Mrs. Bland reviewed the information on the treasurer’s report. APPROVAL OF POLICY UPDATES Brett Johnson moved that Policy 2007 – Reimbursement and Miscellaneous Expenditures; Policy 2008 – Meetings; Policy 4006 – Insurance; Policy 4007 – Personnel Records; Policy 4009 – Outside Employment; 4009 – Restrictions on Employees Receiving Gratuities; Policy 4010 – Inclement Weather; Policy 5031 – Student Appearance and Policy 6027 – Field Trips be approved as presented. Kiley Johnson seconded the motion. There was no discussion. Voting results were: For Motion-6; Against Motion-0. Motion carried. ADULT FOOD SERVICE PRICES FOR THE 2022-2023 SCHOOL YEAR Magnusson moved that the adult food service prices for the 2022-2023 school year be set as follows: $2.60 for adult breakfast; and $4.25 for adult lunch. Brett Johnson seconded the motion. There was no discussion. Voting results were: For Motion-6; Against Motion-0. Motion carried. BUDGET HEARING DATE Magnusson moved to set the date of the Budget Hearing for September 27, 2022 at 6:30 p.m. Kiley Johnson seconded the motion. There was no discussion. Voting results were: For Motion-6; Against Motion-0. Motion carried. PROPERTY TAX LEVY HEARING DATE Unwin moved to set the date of the Property Tax Levy Hearing for September 27, 2022 immediately following the Budget Hearing. Magnusson seconded the motion. There was no discussion. Voting results were: For Motion-6; Against Motion-0. Motion carried. FENCING PROPOSAL Mrs. Bland reviewed the bids that she received from American Fence to repair the fence on the elementary playground and construct a new fence around the new rock parking lot. After much discussion, there was no motion to move forward with the project. BOARD MEMBER REPORTS There were no board member reports. STANDING COMMITTEE REPORTS The Building and Grounds committee was the only committee that has met. Magnusson reported that we would discuss their recommendations during the superintendent report. ADMINISTRATIVE REPORTS Principal Charling officially began her responsibilities as elementary principal on August 1, 2022. Mrs. Charling thanked the Board for the opportunity to attend Administrator Days. Mrs. Charling reviewed the summer trainings that several of the elementary staff attended. Projected enrollment for the 2022-2023 school year is 217. Principal Burton reported that Amanda Wilson has been hired as the high school administrative assistant and began her duties on July 25th. Burton explained that technology checkout and 7th grade/new student orientation will be held on the same night, August 15th instead of over multiple nights as past years. Anticipated 7-12 enrollment for the 2022-2023 school year is 194. Mrs. Burton provided a list of upcoming trainings and events. Superintendent Bland reported on the status of many of the summer projects. Some of the smaller projects that were not completed will be completed over Christmas break. The required Joint Public Hearing with all public entities in Burt County will be held September 26th. Mrs. Bland and Mrs. Ehlers will attend. Mrs. Bland reported that she met with Officer Dunn, Mayor Beckner and Kayla Eisenmenger regarding the SRO agreement. Due to staffing issues in the police department, the agreement will be changed from 24 hours a week to 16 hours a week. Mrs. Bland provided a list of board development opportunities. Mrs. Bland ended her report by reporting her available vacation and sick leave. BOARD PLANNING SESSION Superintendent Bland reported on the budget work that she has completed and reminded the board of the budget planning meeting on Monday, August 29th at 8:00 p.m. Mrs. Bland reviewed the Board Governance section of the Strategic Plan.
