Minutes of Village Board Meeting Village of Craig, NE Regular Meeting September 14, 2023 The regular monthly meeting of the Chairman and Board Trustees of the Village of Craig, Nebraska was convened in open and public session at 7:34 p.m. on September 14, 2023, at the Craig Fire Hall. The meeting was called to order by Board Chair, Melissa Pedersen. On roll call, Board Trustee members Jean Meyer, Sassy Nesemeier, Mike Uhing, and Elizabeth Smith. Also present, Jen Hinman, Zoning Committee, Clint Peterson, Shauna Self, Village Clerk/Treasurer, Susan Skinner, and community members. Notice of the meeting was given in advance thereof by the posting of a notice, one of the designated methods of giving notice, as shown by the certification of posting attached to these minutes. Availability of the agenda was communicated in the advance notice and in the notice to the Board Chair and Village Board. All present members signed the notice of meeting form and acceptance of the agenda. M. Pedersen established a quorum. Pledge of Allegiance at budget meeting. Clint Peterson explained the proposed yearly budget for the period starting on October 1, 2023. Total Property Tax requirement is slightly over $42,000. Total bonded indebtedness is just over $276 thousand. The Cash Reserve Funds are being built up for future projects. The balance is $267,361.71 or 7%, which is under the legal limit for cash on hand. A motion to approve the consent agenda was made by E. Smith and seconded by S. Nesemeier. All present voted AYE. Items included in consent agenda: September 14th agenda, August 10, 2023 minutes, and September 2023 claims. No scheduled citizens or visitors addressed the board; however, discussion of water emergency awareness procedure was discussed with present citizens. The clerk will use email, social media and text messaging to contact residents if there is an emergency. COMMITTEE AND DEPARTMENT REPORTS Lack of water pressure was discussed and viewed via text video. Bart will investigate and take the necessary steps to assist the customer. Shauna Self will offer notary services at the Village Office. CDBG street grant is awarded but not disbursed. A map was handed to the residents and explained that these streets fulfill the guidelines required for this grant. Park- Three gatherings this month; a wedding, family reunion and meeting. Community Center report – The bat rehoming bid was submitted for $3,800. Motion was made by S. Nesemeier, J. Meyer, second. All voted Aye. Bat rehoming will Start September 22, 2023 Zoning- Jen Hinman approached the board with a building permit for garage structure at a commercial residence on Main Street. Board voted with conditions that the structure meet with fire department having final say that it will not interfere with access to or from the fire station. E. Smith made the motion to approve pending review from the fire chief and S. Nesemeier second. NEW BUSINESS Misc- QuickBooks and Microsoft updates required for office. Motion to approve quick books for $549 by S. Nesemeier, J. Meyer second. All voted Aye. Motion to approve Microsoft for $105.49 J. Meyer, M. Uhing second. All voted Aye. Proposal for Main Street repair and to hire JEO as engineer for project. Motion S. Nesemeier, E. Smith, second. All voted Aye.
