Minutes of the Burt County Board of Supervisors The Burt County Board of Supervisors met October 11, 2023 in the Boardroom of the Burt County Courthouse in Tekamah, NE. Notice was given in the Oakland Independent, courthouse bulletin board and on the County’s Website; proof of publication is on file with the County Clerk. The following members were present: David Schold, Gary “Bird” Swanson, Jeff Kutchera, Paul Richards, Carl Pearson, Sam Titus and Ted Connealy. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Schold informed the public that the Open Meeting Act is posted on the wall. The agenda was approved… motion Kutchera, Connealy, All Ayes. Minutes of 9/28/2023 Bd of Supervisors and Bd of Equalization meetings were approved… motion Connealy, Swanson, All Ayes. September financial office reports, Zoning Report, Sheriff’s Qtrly Report, Fund Balances, and Misc Receipts of $3,255,736.33 were all approved… motion Richards, Connealy, All Ayes. OFFICE UPDATES (2): (1) Emergency Manager – KC Bang; (2) Sheriff – Eric Nick. Public Transit Program Proposal: David Branch, Cuming County Economic Development presented anticipated financial obligations for the proposed PUBLIC TRANSIT SERVICES (previously proposed at the 9/13/2023 meeting). Burt County’s portion is shown to be an estimate of $15,000.00 if all entities on the proposal give their commitment. Mr. Branch is requesting a commitment from Burt and Cuming County of up to $20,000 per year for three years as part of the local match funds that are required. The board passed a motion approving Burt County’s commitment of ‘up to” $20,000.00 per year for three years… motion Titus, Swanson, All Ayes. An interlocal Agreement will be presented after all commitments are obtained. RESOLUTION #2023-16: County Foreclosures. WHEREAS there are delinquent taxes in Burt County, WHEREAS tax certificates were issued and will expire Oct. 13, 2023, and WHEREAS the next step for the County is to foreclose on said taxes, NOW THEREFORE BE IT RESOLVED that the Burt County Board of Supervisors hereby authorizes Burt County Attorney to proceed with foreclosure on said taxes. DATED this 11th day of October, 2023. Passed by motions, Connealy, Pearson, All Ayes. County Attorney Talbot will later advise of any future action needed by the Board. Special Designated Liquor License: Approved for Nelson’s Food Pride for a wedding to be held Nov. 4, 2023 at Harvest Moon… motions Connealy, Titus, All Ayes. Board of Equalization: 9:40 A.M. – 9:44 A.M. Burt County Levies for 2023-24 were certified via Resolution 2023-15. See separate BOE minutes on webpage . Emergency Management (EM) - Position: Kenneth Bang has been performing the duties of part-time EM while also working as a Sheriff’s Deputy; Bang resigned from the Sheriff’s dept effective Oct. 4, 2023. At this time the Board has decided to go back to a Full-Time EM; the position will be filled internally by the current EM employee KC Bang. This will qualify the County for the NEMA’s one-half salary and benefit reimbursement Grant program; Bang will do all paperwork to obtain reimbursements for the County. Pearson made a motion to navigate back to a full time Burt County EM, and hire Kenneth Bang as full time EM eff. 10/11/2023, Titus seconded the motion. Roll Call Vote: Ayes – Swanson, Kutchera, Richards, Pearson, Titus, Connealy and Schold. Nays – none. Bang is certified and will be paid $57,000.00 annual salary: no cost-of-living Jan 2024. The full-time EM will not require an assistant; Audra Connealy will be compensated for EM assistant duties through Nov. 21, 2023. Vehicle: The EM pick-up had been transferred to the Sheriff’s dept when the Sheriff Deputy and EM were a combined position; the vehicle will now go back to being just EM vehicle. Sheriff Nick will transfer the vehicle out of his fleet; Sheriff stickers/markings will be removed. Bang has full authority to drive the vehicle back and forth to home/work. ROADS: No Action. Road Committee discussion only. PRESS/PUBLIC COMMENT: Jason Redding-Geu (press) asked for clarification on EM position changes. The mtg adjourned at 10:16 A.M. upon motions by Titus and Connealy.
