Minutes of the Burt County Board of Supervisors The Burt Co. Board of Supervisors met September 28, 2023 in the Boardroom of the Burt Co. Courthouse in Tekamah, NE. Notice was given in the Oakland Independent (9-21-2023), on 1st floor courthouse bulletin board and the Co.’s Website; proof of publication is on file with Co. Clerk. The following members were present: Gary ‘Bird’ Swanson, Jeff Kutchera, Paul Richards, Carl Pearson, Sam Titus, Ted Connealy and David Schold. The meeting opened with the pledge of allegiance at 9:00 A.M. Chairman Schold informed the public that the Open Meeting Act was posted. The agenda was approved… motion Connealy, Titus, All Ayes. Minutes of Sept 13, 2023 Supervisors meeting were approved… motion Kutchera, Swanson, All Ayes. Burt Co. Fiscal Year 2023-2024 Budget Business: (A) Public Hearing was held; No public present to comment. (B) Resolution #2023-13: Motion Connealy, Titus, All Ayes. To accept and approve FY 2023-2024 BUDGET AND APPROPRIATIONS. Full Resolution can be found on Website. (C) Resolution #2023-14: Motion Pearson, Swanson, All Ayes to accept and approve the 2023-2024 Tax Request. The 2023-2024 property tax request be set at: General Fund $4,490,990.97 and Building Fund $200,000.00; County proposes to adopt a property tax request that will cause total tax rate to be: 0.215605 per $100 of assessed value. (D) Motion to increase restricted funds spending authority by 2.5%... Passed By Titus, Connealy, All Ayes. (E) Motion to increase restricted funds spending authority by an additional 1%... Passed By Pearson, Connealy, All Ayes. By roll call vote. Ayes – all. Nays – none. Motion passed. (F) Budget Message was signed. Burt Co.’s FY23-24 Budget will be submitted to the State Auditor’s office on September 29, 2023. The full and complete Burt Co. Budget document will be available in the Burt Co. Clerk’s office, and also available electronically online at the Nebraska State Auditor’s Office. September claims $7,602,975.29 including $162,488.99 for payroll, were approved upon motions by Connealy and Kutchera. Board of Equalization: 9:51 a.m. – 9:53 a.m. Three Tax List Corrections were approved for parcel # 435905000 (1) deducted $312.60 from 2020 taxes (2) deducted $301.00 from 2021 taxes (3) deducted $338.42 from 2022 taxes. Reasoning: 12 ac. in NE ¼ was put into WRP in 2007; Easement recorded but land use was not changed. Assessor reported that only 3 years back can be corrected per Statute. Full and complete separate BOE minutes can be on Burt Co. website. Tekamah Airport Joint Zoning Board update: Mark VanDerHart expressed concerns about a proposed Invenergy solar project that is encroaching on the airport zoning. Mark explained that the project has not yet gotten to the point of application with any local jurisdictions; the airport board just wanted to bring this to light and asked for support of their zoning regulations in an effort of preserving the value of the Tekamah airport. The annual Delinquent Tax List (dated 9/21/2023) prepared by Co. Treasurer Robin Olson was noted and placed on file. Edmond Talbot, Burt Co Attorney will review for possible future foreclosures the County may proceed with. Closed Session: 10:38 a.m. – 11:12 a.m. (a) for the protection of public interest to discuss Sheriff’s Department personnel matters. Others present for this part of closed session: Sheriff Eric Nick, Deputy Sheriff Jim Buck, and Co. Attorney Talbot; (b) for the protection of public interest to discuss Emergency Manager Dept. Co. Attorney Talbot was present for this part of closed session. No action was taken during closed session. ROADS: Present for discussions: Audra Connealy, Secretary -Road Dept. (a) Tool Truck (’08 Dodge 5500): When truck was put back together to get moved; roads employees reported that it seems to be running currently. No action taken. (b) Lyons Shed – spray insulation bids: Road committee reviewed cost comparisons for full insulation of exterior walls -vs- walls to create bays in order to insulate less area. Best option reported was to go with 2” insulation on side walls only, no doors. The three bids considered: (1) R&A Seamless (Decatur, NE) $10,296.00 (2) Radiant Eagle (Bellevue, NE) $10,500.00 (3) WS Insulation (Dakota City, NE) $9,340.00. R&A Seamless bid was approved upon motions Richards and Swanson, all Ayes. Road employees will insulate the overhead doors. The meeting adjourned upon motions by Titus and Connealy at 11:21 A.M.
