Minutes of the Burt County Board of Supervisors The Burt Co. Board of Supervisors met July 28, 2022 in the Boardroom of the Burt Co. Courthouse in Tekamah, NE. Courthouse Security: Mike Miller with SEI presented a three-part proposal for the Courthouse. a) video surveillance; b) access control; c) panic buttons. Emergency Mgr KC Bang asked for the board’s approval of the security proposal. The board went into closed session with EM staff from 10:00 – 10:20 a.m. The board went back into regular session and passed motions by Pearson, Connealy to accept the full three-part proposal for the Courthouse security plan. Passed upon Roll Call Vote: Ayes – Pearson, Connealy, Webster and Schold. Nays – Swanson. Absent – Tobin and Richards. Medicare SHIP Program: Mary Loftis presented a contract for Medicare Programming Services in Burt County; The board asked Loftis to work out a few more details of the contract with the extension office for use of staff, equipment, etc. No action was taken on the contract. Sheriff’s office K-9: Deputy Tristen Kautman came before the board to ask permission to fundraise for and obtain a canine for the Sheriff’s department. Deputy Kautman will be the officer in charge of the animal for training, etc.; the canine will be utilized for narcotics and tracking. All funds needed for the animal will come from private funding; Deputy Kautman explained he plans to continue fundraising efforts to ensure that County money will not be needed for the canine he hopes to add to the department. The board approved the new fund via Resolution 2022-12 passed upon motion by Swanson, seconded by Webster. Roll Call: Ayes- 5. Nays – 0. Absent: 2. Lot Split: TIMOTHY WEECES – 2 tracts (24.47 ac & 96.5 ac.) in NW ¼ of 15-21-10. Inventories for FY 2022-2023: Accepted, approved, and placed on file with the exception of Co. Surveyor’s office; Co. Surveyor has until August 31st statutory date to place his inventory on file. Unpaid/Stricken Distress Warrants: Burt Co. Sheriff Eric Nick prepared a list of unpaid distress warrants for the Board’s review. Burt Co. Treasurer Robin Olson reported that there were no distress warrants to be stricken. Dale Miller presented the board with Burt Co. Ag Society’s financials from the 2022 Burt Co. Fair and future project plans. The Ag Society is asking the Co. Board to increase their allotment back to $100,000.00. Board Member Gary Swanson addressed the board with concerns of the Burt Co. Surveyor being a resident of the County; he explained he is working with NACO and the Co. Attorney to explore this concern. IT Services Contract: The Board reviewed the new Applied Connective Technologies contract, the new contracts begin August 1, 2022. Ed Knott was present to explain the services and addressed any questions/concerns. The annual contract was approved via motion Pearson, Connealy. Roll Call: Ayes - 5. Nays – 0. Absent – 2. ROADS: Road Committee: The board agreed to form a Road Committee comprised of three board members (Gary Swanson, Dale Webster, Kevin Tobin) Ann Chytka reported that she received concerns from some of the roads workers with regards to irrigations harming the roads; Chytka shared with the board that she plans to send letters referencing §39-302 where necessary. Public Comment: Donnette Jackson discussed with the board about contacts for road concerns. FY 2022-2023 Budget: Fred Mytty (Mytty Consulting) presented initial numbers and discussed options to keep tax asking down; i.e. transfer from Inheritance, use of ARPA funds. Final numbers will be discussed and decided upon after the valuation is available August 20th. At the end of the meeting, the board spent time re-reviewing office expenditure requests and made more revisions. The meeting adjourned upon motions by Connealy and Swanson at 2:33 P.M.
