Minutes of the Burt County Board of Supervisors The Burt Co. Board of Supervisors met January 11, 2023 in the Boardroom of the Burt Co. Courthouse in Tekamah, NE. Notice was given in the Oakland Independent, on a courthouse bulletin board and on Co. Website; proof of publication is on file with the Co. Clerk. The following members were present: David Schold, Gary “Bird” Swanson, Paul Richards, Carl Pearson, Samuel M. Titus and Ted Connealy. Absent - Jeff Kutchera. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Co. Clerk Sarah Freidel informed the public that the Open Meeting Act is posted on the wall. The first order of business was reorganization: David Schold was appointed Chairman for 2023 and Ted Connealy Vice-Chairman. See full minutes for motions. The agenda was approved… motion Connealy, Richards, Ayes – 6, Absent -Kutchera. The minutes of the Dec. 28, 2022 Board of Supervisors and Board of Equalization meetings were approved… motion Swanson, Pearson, Ayes – 6, Absent – Kutchera. December Financial Reports from offices, Miscellaneous Receipts of $297,963.03 and Fund Balances were all approved… motion Connealy, Swanson, Ayes – 6, Absent – Kutchera. County Depositories being First Nebraska Bank, Decatur; First Northeast Bank of Nebraska, Tekamah; and Washington County Bank, Tekamah were approved for 2023 via Resolution 2023-01… motions Richards, Connealy, Ayes – 6, Absent – Kutchera. The Board reviewed and approved their board committee appointments for calendar year 2023; see full and complete minutes for listing. The Board designated the Burt County Website as an additional method of providing meeting dates, holiday closing dates, notice of meetings and other publications for Burt County business in 2023. Communications (3): (1) 2023 seal report completed per statute; (2) IRS compliance reminders for employees meals, travel guidelines, etc; (3) 2023 mileage rates: $0.655 and $0.685 for civil process ZONING: Ann Chytka updated: regards to the letter that was sent by the Co. Atty last month, the penalty fee has been paid; Jan 2023 report will reflect such. Burt County Economic Development Corp.: (a) Cindy Chatt introduced herself as the new Executive Director. (b) Board members: re-appointment of (3) members for (1 year) 2023: Gary Swanson, Ted Connealy and Jennifer Hinman. (c) The office space on 1st floor of Courthouse was previously being utilized by the BCEDC office; Chatt reported that she did not necessarily need to have the space. BCEDC will move their property off-site. Burt Co. will continue to pay for their office suite software and the email/domain. BCEDC will use any available rooms/meeting spaces when she works onsite in the Courthouse; BCEDC may also utilize any supplies when working on-site. ROADS: (a) Appointed 2023 Highway Superintendent: The Board appointed Ann Chytka as Burt Co. Hwy Supt for 2023… motion Swanson, Titus, Ayes – 6, Absent - Kutchera. (b) Burt Co. 2023 Overlay Bids: Jeff Wagner (Mainelli, Wagner Assoc. Engineering) was in attendance. 9:15 a.m. Bids were Opened; no action was taken to award bids. See full minutes for bids info. The board will take action on the bids next meeting (Jan. 27, 2023). Burt Co. Offices/Employees: (a) Department updates: Beginning in 2023, the board will have (2) office updates every month; the purpose of the meetings is to increase communication and transparency with all offices/departments. (b) 2023 salaries/wages: Resolution 2022-02 set salaries for Elected Officials; during 2022-23 Budget talks deputy wages and office clerical staff wages were also set for those Elected Officials office staff. A 5% c.o.l. was approved by the board for the remaining positions; the new salaries/wages will be eff. Jan. 2023 payperiod. The meeting adjourned at 11:52 A.M. upon motions by Connealy and Pearson.
