Minutes of the Burt Co. Board of Supervisors The Burt Co. Board of Supervisors met November 8, 2023 in the Boardroom of the Burt Co. Courthouse in Tekamah, NE. Notice was given in Oakland Independent, courthouse 1 st floor bulletin board, and Co.’s Website; proof of publication is on file with Co. Clerk. The following members were present: David Schold, Gary “Bird” Swanson, Jeff Kutchera, Paul Richards, Carl Pearson, Sam Titus and Ted Connealy. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Schold informed the public that the Open Meeting Act is posted on the wall. The agenda was approved… motion Connealy, Titus, all Ayes. Minutes of Oct. 27 th Supervisors and Bd of Equalization meetings were approved… motion Kutchera, Swanson, all Ayes. October office financial reports, Fund Balances, and Receipts of $241,654.40 were all approved… motion Swanson, Kutchera, all Ayes. OFFICE UPDATES: Two scheduled, neither could attend. (Co Atty & Surveyor) Audit 2022-23: Understanding of Services with Ritterbush & Piotrowski was signed. Condl. Use Permit: A public hearing was held 9:15-9:16 a.m. for TROY GLUP to place a sign ‘Glup Pipe Sales’ in 22-21-10. Troy Glup was present; Supervisor Pearson confirmed with Mr. Glup that he had been in contact with the State since the sign is along a State Highway. Ann Chytka, Zoning Admin. reported the planning commission had approved the CUP; Co. Board approved CUP… motion Titus, Swanson, all Ayes. Condl. Use Permit: A public hearing was held 9:17-9:36 a.m. for RWE CLEAN ENERGY, LLC to place a meteorological tower (MET tower) in 7-22-10. Present speaking: Sue Hansen, Dev. Mgr. for RWE and Graham Christensen from GCReVOLT. The tower will be 196 ft., in use for three years measuring data for possible future wind farm ‘Burt Co. Wind’; tower not within Airport Zoning. Public Comments (2): (1) Colby Hansen, 2699 CoRd. O, Craig – posed questions regarding whether placement of a MET signals support of a possible wind farm. (2) Mark VanDerHart, Tekamah Joint Airport Zoning – asked if the project had been filed with both the FAA and the NE Dept. of Aeronautics. Ann Chytka, Zoning Admin. reported that the planning commission had approved the CUP; however, for purposes of Burt Co.’s CUP, one form is yet to be filled out: Nebr. Dept. of Aeronautics form ‘application for registration of wind measurement equipment towers’. The Co. Board approved the CUP for RWE contingent upon completion of the needed form… motion Pearson, Connealy, Roll Call Vote: Ayes –Richards, Pearson, Titus, Connealy and Schold. Nays – Swanson and Kutchera. Motion passed 5-2. Liquor License: A public hearing was held 9:37-9:47 a.m. for a new liquor license for Salsa Works, LLC dba: Summit Lake Mining Co., 2800 CoRd.G, Tekamah. Cynthia Zych was present to answer questions. The Class C liquor license was approved… motion Kutchera, Richards, all Ayes. ROADS: No action needed. Road Committee gave a brief report. PUBLIC COMMENT: none.
