December 14, 2023 Official Proceedings A meeting of the Chairman and Board Trustees of the Village of Craig, Nebraska was convened in open and public session at 7:03 p.m. on December 14, 2023, at the Craig Fire Hall. The meeting was called to order by Chairman, Melissa Pedersen. On roll call, Board Trustee members Elizabeth Smith, Jean Meyer, Mike Uhing, Sassy Nesemeier. Also present, Bart Meyer, Shauna Self, Susan Skinner, Mark Smith – Fire Chief, David Branch- Director with Cuming County Economic Development, Jay Linstrom – Lindy Glass, and community members. Notice of the meeting was given in advance thereof by the posting of a notice, one of the designated methods of giving notice, as shown by the certification of posting attached to these minutes. Availability of the agenda was communicated in the advance notice and in the notice to the Chairman and Village Board. All present members signed the notice of meeting form and acceptance of the agenda. M. Pedersen established a quorum. A motion to approve the consent agenda was made by J. Meyer and seconded by S. Nesemeier. All present voted AYE. Items included in consent agenda: December 14th agenda, November 09, 2023, minutes, and December 2023 claims. SCHEDULED CITIZENS AND VISITORS TO ADDRESS THE BOARD: David Branch discussed the Joyride transportation program that will service Burt and Dodge Counties. The Federal government pays 50%, the state pays 25% and cities in Burt and Cuming Counties will cover the remaining 25% of the management costs. Franciscan will manage staff, training, vehicles, and services are projected for mid-January 2024. Village of Craig matching donation is $500 per year with a 3-year commitment. The cost of services will be determined and billed to the consumer. A motion to approve the Cuming County transportation fund for $1500 was made by S. Nesemeier and seconded by J. Meyer. All present voted AYE. A motion was made by E. Smith to approve and sign the interlocal agreement and seconded by M. Uhing. All present voted AYE. Mark Smith discussed his concerns hooking up to village and water and sewer for the shop purchased at Court Street and Saint Mary’s. The board will investigate costs and procedures moving forward. He also asked to repair some of the damage on St. Mary’s Street at his cost. A motion to approve the repairs, starting in the spring, with asphalt was made by J. Meyer and seconded by M. Uhing. All present voted AYE. Jay Linstrom with Lindy Glass presented options for new doors on the Community Center. This door will be paid for by the FOOF grant. A motion to approve the purchase of 131 Reliant Panics Door for $9,985 was made by S. Nesemeier and seconded by J. Meyer. All present voted AYE. Meyer – There is a leak in the detention tank. Bret Gieselman will conduct an inspection/survey on 12/18/23 to determine compliance with Title 179 NAC Regulations Governing Public Water Supply Systems. NEW BUSINESS a. J. Meyer moved to reappoint Brent Ciecior from JEO Consulting Group, Inc. as our Street Superintendent for 2024. E. Smith seconded the motion. All present voted AYE. b. J. Meyer moved to reappoint JEO as our Village of Craig Engineer for 2024. E. Smith seconded. All present voted AYE. c. S. Nesemeier moved to reappoint the Oakland Independent as the Legal Newspaper for 2024. J. Meyer seconded. All AYE. d. S. Nesemeier moved to continue to hold monthly meetings on the 2nd Thursday of the month at the Craig Firehall. J. Meyer seconded. All AYE. e. S. Nesemeier moved to reappoint Shauna Self as the Village Clerk/Treasurer for 2024. J. Meyer seconded. All AYE. f. S. Nesemeier moved to reappoint Matt Munderloh as the Village attorney for 2024. E. Smith seconded. All AYE. .. RESOLUTIONS and ORDINANCES Resolution #22-6 (Municipal Annual Certification of Program compliance) and #22-7 (Year-end certification) were read. J. Meyer moved to pass resolution #22-6. S. Nesemeier seconded and all present voted AYE. J. Meyer moved to pass resolution #22-7. M. Uhing seconded and all present voted AYE. Treasurer’s Report was presented to the board. J. Meyer moved to accept the Treasurer’s report. E. Smith seconded the motion. All present voted AYE. The meeting was adjourned at 8:04 pm by a motion from E. Smith, seconded by S. Nesemeier. All present voted AYE. Notice is hereby given, that a regular meeting of the Chairman and Village Board of the Village of Craig, Nebraska will be held at 7:00 Thursday January 18, 2024, at the Craig Fire Hall 333 South Main Street in Craig, Nebraska. An agenda for such meetings, kept continuously current, is available for public inspection at the office of the Village Clerk.
