DECATUR PLANNING COMMISSION Members of the Planning Commission met on Wednesday, April 20th at 7 p.m. Members present were: Tracy Davis, Steve Dye, Terry Gosch, Debbie Krutilek, Rod Nelson and Tim Slaughter. Absent were: Nick French, Rick Huffman and Cheryl Gatewood. A Quorum was present. A motion to excuse absent members was approved on roll call vote. Voting aye were: Davis, Dye, Gosch, Krutilek, Slaughter. Nelson voted Nay. Gatewood arrived later during the meeting. The first order of business was to elect a Secretary. Dye made a motion to elect Debbie Krutilek. Slaughter seconded the motion. All members voted aye. A handout was provided from the League of Municipalities detailing the duties of The Planning Commission. The Commission’s main duties include making recommendations to the City Council. The Village Board of trustees shall not take final action on matters relating to the comprehensive development plan, capital improvements, building codes, subdivision development, annexation of territory, or zoning until it has received the recommendation of the planning commission, if such commission in fact has been created and is existent. The first agenda item was to review several sections of the Comprehensive Plan. It was decided that Section 5 of the Notebook will be gone through at the next meeting. Members agreed to review and highlight things prior to the meeting in May that they find that needs to be considered for updates. During old business the use of Conex storage containers was discussed. An ordinance from the Village of Cedar Creek was provided and reviewed. For the most part the members were in agreement that things stated in the Cedar Creek ordinance provided overall coverage of what would is needed for Decatur. Discussion followed concerning the stipulation that a container currently set on commercial property would be grandfathered. Once the ordinance is approved, shipping containers such as Conex containers would not be allowed on Residential or Commercial property. Slaughter made a motion to present the Ordinance recommendation to the Village board at the next meeting. Dye seconded the motion. All members present voted aye. Discussion about the required Square footage of new home construction was the next agenda item. The requirement of an attached garage was discussed, with some members opinion sharing the opinion that a garage eliminates cars being parked on the street and also provides storage space. Another opinion was a person wanting to build a new home shouldn’t be forced to build a garage, but a place to park cars off the street is necessary. After further discussion it was decided to require a designated parking area on the homeowners lot. Gatewood made a motion to present the Village Council with the recommendation that a one story structure be a minimum of 1,000 sq ft and a two story structure be a minimum of 800 sq ft on both levels, with off street parking. Slaughter seconded the motion. All members voted aye. Gosch made a motion that homes include an attached garage. Slaughter seconded the motion. On roll call vote: Slaughter-Aye, Gosch-Aye, Gatewood-Nay, Dye-Nay, Davis-Nay, Krutilek-Nay. Motion failed. There was discussion about when to meet again. It was decided to meet again on Wednesday, May 18th at 7:00 p.m. A motion was made by Slaughter, seconded by Gosch to adjourn at 8:15. All members voted aye.
