City of Oakland Planning Commission Meeting DECEMBER 15TH, 2022, Minutes A meeting of the Oakland Planning Commission was held on December 15th, 2022, at 6:30p.m. In the Rosen Room of the City Auditorium. The meeting was called to order by Chairman Todd Cull. Planning commissioners in attendance were Jordan Swenson, Daniel Tanksley III and Jacob Schieffer. Absent: Darla Nelson. A quorum was established. Also, in attendance was Surveyor Nick Seery of Milestone Survey, Citizen Rick Morphew, Rod Bronson, Three Rivers Housing Representative Kelly Adamson, and Zoning Administrator Kayla Eisenmenger. At 6:31 pm Chairman Todd Cull made a motion to waive the three readings of the minutes of the August 10th, 2022, meeting and to approve them as presented. Commissioner Dan Tanksley III seconded the motion. All planning commissioners present voted Aye. At 6:33 pm Chairman Todd Cull made a motion to open public hearing discussion regarding building permit and conditional use permit of L21-22 BLK 22 RAILROAD Addition Oakland, Nebraska commonly known as 511 N Osborn Ave. Seconded by Commissioner Jacob Schieffer. All planning commissioners present voted Aye. Discussion between planning commission and property owner Rod Bronson explain the need for Conditional Use Permit Section 2.02.67 pg. 7, Section 2.02.91 pg. 9 within his Building Permit Section 5.07 R2 pg. 51-52 maximum height of 17ft needing to be 22 ft. Mr. Bronson explained needing to have a car port inside allowing the change of oil, working on vehicles and such due to health reasons he is needing that car port. At 6:43pm Commissioner Jacob Schieffer made a motion to close public hearing discussion regarding building permit and conditional use permit of L21-22 BLK 22 RAILROAD Addition Oakland, Nebraska commonly known as 511 N Osborn Ave. Seconded by Commissioner Dan Tanksley III. All planning commissioners present voted Aye. At 6:44pm Chairman Todd Cull made a motion to approve recommendation of allowing the building permit and conditional use permit of L21-22 BLK 22 RAILROAD Addition Oakland, Nebraska commonly known as 511 N Osborn Ave. Ave to move forward to City Council. Motion was seconded by Commissioner Dan Tanksley III. All planning commissioners present voted Aye. At 6:45 pm Chairman Todd Cull made a motion to open public meeting discussion of subdivision plat Holmquist 5th Addition being a replat of a portion of Four Trees Park Lot of Holmquist 3rd Addition to the City of Oakland, Burt County, Nebraska Section 1.03.41 pg. 3, Section 1.03.49 pg. 3, and Article 3 pg. 6. Commissioner Jacob Schieffer seconded motion. All planning commissioners present voted Aye. Discussed with Milestone Surveyor Nick Seery the subdivision final plat in front of them showing a Lot 1 and a Lot 2. Lot 1 is the city’s portion allowing for a new house that will be deeded to the Three Rivers Housing Association in the future. Lot 2 is the property of Rick and Tammy Morphew lot lines to be cleaned up and could be deeded from the City to them since a small shed, landscaping and retaining wall is already currently on those lot lines from previous owners. Both Lot 1 and 2 are following the requirements of setbacks for R1 (Low Density Residential) page 49-50, lot area sq. ft. of 7,500, lot width 50’, front yard 25’, side yard 5’, rear yard 20’, and max height 35’. Discussed that the playground on the Troll Stroll area West of the new house Lot 1 is about 10 – 15 ft away. There is dedication / easement ready for any water, sewer, electric, phone lines to be allowed from the City of Oakland on Lot 1. Kelly Adamson explained with the program offered with this house it is about a $255,000.00 house, with an assistance of 20% down payment for applicant who qualifies. At 6:57pm Commissioner Jordan Swenson made a motion to close public meeting discussion of subdivision plat Holmquist 5th Addition being a replat of a portion of Four Trees Park Lot of Holmquist 3rd Addition to the City of Oakland, Burt County, Nebraska Section 1.03.41 pg. 3, Section 1.03.49 pg. 3, and Article 3 pg. 6. Commissioner Jacob Schieffer seconded motion. All planning commissioners present voted Aye. At 6:58pm Chairman Todd Cull after no further questions made a motion to approve of the subdivision plat how is to approve recommendation of subdivision plat Holmquist 5th Addition being a replat of a portion of Four Trees Park Lot of Holmquist 3rd Addition to the City of Oakland, Burt County, Nebraska to the City Council. Motion was seconded by Commissioner Jordan Swenson. All planning commissioners present voted Aye. At 6:59 pm Commissioner Dan Tanksley III made a motion to waive the preliminary and final plat process of subdivision plat Holmquist 5th Addition being a replat of a portion of Four Trees Park Lot of Holmquist 3rd Addition to the City of Oakland, Burt County, Nebraska. Motion was seconded by Commissioner Jacob Schieffer. All planning commissioners present voted Aye. With no further business to come before the planning commission, the meeting adjourned at 7:08 p.m. Motion made by Commissioner Jordan Swenson and seconded by Commissioner Jacob Schieffer to adjourn meeting.
