City of Oakland Council Proceedings October 17th, 2022 On October 17th, 2022, the City Council of the City of Oakland, Nebraska, met on this day at 5:30 p.m. in Regular Meeting at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. Council members present, Mayor Ted Beckner, Councilman Luke Blanc, Councilman Jeremiah Johansen, and Councilman Nathan Anderson were all in attendance. Absent: Council President Greg Mockenhaupt Also, in attendance citizens Marilee Groth, David Deemer, Melissa Marx, Brenda Pearson, Jeff Troupe and Dan Jacobs. Mr. Deemer reviewed that there was stressful times during the 2020 Covid-19 time but things are in more of a routine now. In 2021- they were in the red at $321,000 , price increase during Covid-19 on staffing / census and agencies doubling costs. In 2022 they were in the black at $10,000. Census higher , agency costs high at $40,000 per month and that there was a wage increase issue to compete with. Medicaid reimbursement shortage was also an issue. Staffing competition is an issue as well as census issue. Melissa Marx and Brenda Pearson approached the Mayor and Council to discuss the donation of a new flag pole from the VFW Auxiliary in honor of Marie Daubert in front of the city auditorium, replacing the current one that is rusted. The city will gladly put a plaque honoring Ms. Daubert and the VFW Auxiliary. Discussed of when to do the replacing, could be fall of 2022 or spring of 2023. It was brought up about labor they will be included and company to do the work. More to be determined later. Mrs. Groth approached the Mayor and Council about a Keno fund request pertaining to the Swedish Heritage Center sidewalk on the South side of the center. The request had invoices for the amount of $575.00 and $250.00 = $825.00. Councilman N. Anderson made a motion to approve the keno fund request of $825.000 to the Swedish Heritage Center finishing their sidewalk. Motion was seconded by Councilman L. Blanc. All present Voting: Aye (Nathan, Jeremiah, Luke)- 3, Nay - 0. DEPARTMENTS: SOLID WASTE: Discussion of surveillance on a vehicle who dumped illegal items into the wood pile is being investigated to send penalty letter. May talk to Mr. Munderloh about posting on Facebook to help figure out who it was. No side dump currently and no knowledge on compactor controller yet. UNFINISHED BUSINESS: Councilman L. Blanc made a motion to approve the stop sign at the North end of Brewster Ave entering into the Oakland-Craig Public Elementary School. Motion was seconded by Council N. Anderson. All present Voting: Aye ( Nathan, Jeremiah, Luke)- 3, Nay - 0. Discussion of the no parking on East and West side of on Brewster Ave was determined more information is needed to be gathered before making a decision. Superintendent Jess Bland will need to come to the next council meeting per Mayor and Council's request to discuss further on this topic. BUSINESS: Councilman N. Anderson made a motion to approve lien release on L13-14 Block 24 Railroad Oakland commonly known as 305 N Park Ave. Motion was seconded by Councilman J. Johansen. All present Voting : Aye ( Nathan, Jeremiah, Luke)- 3, Nay - 0. At 6:36 pm Councilman J. Johansen made a motion to adjourn the meeting. Motion was seconded by Councilman N. Anderson.
