City of Oakland Council Proceedings November 21st, 2022 On November 21st, 2022, the City Council of the City of Oakland, Nebraska, met on this day at 5:30 p.m. in a Regular Meeting at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. Council members present, Mayor Ted Beckner, Council President Greg Mockenhaupt, Councilman Luke Blanc, Councilman Jeremiah Johansen and Councilman Nathan Anderson were all in attendance. She has been a manager with West Point pool for about 23 years. She is aware there are unanswered questions still but would like to know of some agreement with Oakland and West Point are on board together to make something work, they typically start hiring around February of each year and normally get 16 guards however this year their goal would be 6 lifeguards for sure for swimming lessons / swim team and possibly lifeguarding. They would pay for pool operator hours and their pool lifeguard hours. Understands that there is still needed to negotiate more details when time gets closer. City of Oakland is hoping that our water issues won’t be a problem when it comes to filling it up. She mentioned they have lifeguard training to be done by one of their lifeguards to allow her to train and certify lifeguards around our town as well. They would help fill in the gaps for the pool to be opened more. They usually close the Wednesday before fair august 11th/13th.The Mayor and Council felt they could be on board with this and feel the new incoming Mayor and Council members will feel the same as them. More discussion to happen in the January 2023 meeting. At 5:44 pm Kelly Adamson approached the Mayor and Council to review the award the City of Oakland NE received in August 2022 in partnership with Three Rivers Housing Association. In progress is the contract negotiations. The City of Oakland needs to still continue the finalizing of the Troll Stroll lot. Kelly was asked when someone would hopefully be starting on the building of the three houses, and she hopes it can be around March and April 2023. She expressed by that timeframe to have 3 qualified applicants for the three houses. At 6:01 pm Oakland-Craig Public School Superintendent approached the Mayor and Council about the "no parking" on Brewster Ave heading into the Elementary entrance on both West and East side. She is voicing concern from community members. Mentioned that years ago there was challenge for parking in this area, teachers were parking there and that was changed and no longer allowed. After a few recent emergency moments and situations in the 2022 year more concern has arisen of how hard it is to get through that street for law enforcement and rescue. Mentioned the stop sign is more of a concern as almost accidents have happened when coming from North to South and South to North. The Street department were talked to about this, and it is a nightmare for clearing snow. Possibly need making it one way or widen the street are some thoughts? If a one way put in from North to South, then it would eliminate the stop sign. Going South one way was discussed but discussing one way going North and then no parking on west side would leave the stop sign. More discussion to come in the December 2022 meeting. At 6:13 pm Brenda Graves and Dennis Peters approached the Mayor and Council about 506 N Logan Ave property. The Council discussed the progress on what has been updated as of 11-21-22 and was not pleased with how not a lot has changed after the last extension. Brenda Graves discussed they have picked up the metal trash in the yard and the trash near the front of the house. Councilman N. Anderson made mention of thanking them for coming in but was mentioned back in November 15th, 2021, that it would be done. Brenda Graves apologies on it not getting done but doesn't know any other contractors to finish or continue the work. Mayor Beckner mentioned the City has to look out for neighbors around the property and mentioned the points are at 285 as of 11-17-22 inspection but needs to be under 50 points. Discussed possible 90 days extension if the council wants to approve it but needs to have understanding no more extensions to be given. Councilman JJ asked the plans with the shed in the back, Brenda Graves mentioned she wanted to fix it. All the improvements would have to be completed from the 11-17-22 inspection with in the new 90 days Councilman N. Anderson made motion to allow a 90-day extension ending on February 18th, 2023. Motion was seconded by Councilman L. Blanc @ 6:35pm. All present Voting: Aye (Greg, Nathan, Jeremiah, Luke)- 4, Nay - 0. At 6:35 pm JEO Ethan Joy approached the Mayor and Council about the November 4th, 2022, WWAC Grant and loan forgiveness up 65% has up to 30-year term with an interest rate of 0.5% and annual administrative fee of 0.5% on unpaid principal. At 6:38pm Councilman J. Johansen made a motion to approve the WWAC Funding Package #1 through NDEE - DWSRF option of 65% in Loan Forgiveness up to 30 years with an annual interest rate of 0.5% and an annual administrative fee of 0.5% on unpaid principal. Motion was seconded by Councilman G. Mockenhaupt. All present Voting: Aye (Greg, Nathan, Jeremiah, Luke)- 4, Nay - 0. Mr. Joy reviewed the CTS quote to go over soil services around the new water plant / tower. The services provided will be going 20ft of testing the soil where the water plant will be placed and 80ft for where the water tower will be placed, the testing of the soil is determined the foundations for the tower and plant. They will do the services around $3,500.00. Councilman N. Anderson made a motion to approve the quote and continue on. Motion was seconded by J. Johansen. All present Voting: Aye (Greg, Nathan, Jeremiah, Luke)- 4, Nay - 0. JEO has made communication with Vendors to get quotes Discussion of the whole water plant building to be talked about in the near future also discussed the old water plant building what will we be doing with it. Water main adding more volume (pressure) to the school around Brewster Ave and tie onto that main. Cost added to project would $400,000 for this. Discussion of road easement to be behind the current houses from Third St. OR have to design the road somewhere else, could put in a gravel road as a temporary one. DEPARTMENTS: POLICE: Mayor Beckner read the report and mentioned that Chief Bryan Dunn #493 has been to training and done reports. It was discussed that Chief Bryan Dunn #493 will be resigning on December 31st, 2022. UNFINISHED BUSINESS: BUSINESS: At 7:45 pm Councilman G. Mockenhaupt made a motion to approve Resolution 2022-7 Signing of the Year-End Certification of City Street Superintendent." Motion was seconded by Councilman L. Blanc.
