City of Oakland Council Proceedings JULY 18TH 2022 On JULY 18TH, 2022, the City Council of the City of Oakland, Nebraska, met on this day at 5:30 p.m. in Regular Meeting at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. Council members present, Mayor Ted Beckner, Council President Greg Mockenhaupt, Councilman Luke Blanc, and Councilman Jeremiah Johansen were all in attendance. Absent: Councilman Nathan Anderson. The regulations in the EPA were meant by the City. The project will possibly cost about 7.2 million dollars. The funding we are receiving is a Loan forgiveness grant. Required that the city finances SRF - with the remaining 35% that that city owes while the grant pays 65%. JEO reminded the Mayor and Council that the estimate was from one year ago so prices may have inflation, to be prepared for that. prices inflation. Discussed that the SRF does have additional money however not sure if and how much the city would get from that. A Mr. Steve . M from state with the SRF will be sending out the letter explaining the process to the city. Mayor and the Council ask, "what we can do in waiting period?" Mr. Joy mentioned that with the EPA they have some procurements for engineering, may have to go through the process of selecting the engineers the city should want. NENEDD can help City Clerk to fill out the grant's requirements. Mr. Joy gave Clerk Eisenmenger contact information for this. When the Engineer agreement is complete then that engineer firm can get started on designing which may take up to 12 months, then bid process starts. At 5:44pm Councilman G. Mockenhaupt made a motion to request for proposed qualifications of the bid process for engineers to proceed. Councilman L. Blanc seconded motion. All present Voting : Aye (Greg, Luke, Jeremiah,)- 3, Nay - 0. Also discussed about the 250,000 gallons being the max for the new water tower. DEPARTMENTS: POLICE: At 5:52 pm Councilman G. Mockenhaupt made a motion on extending the SRO (School Resource Officer) program with Oakland-Craig Public Schools payment 60 days from September 30th, 2022, due date until further discussions have been made with our police department. Payment would be due November 29th, 2022, Councilman J. Johansen seconded Motion. All present Voting : Aye (Greg, Luke, Jeremiah,)- 3, Nay - 0. WATER/SEWER: Discussed M & M Trucking doing sludge hauling they have taken four loads Gerald from Solid Waste went with. The price will be $200 per haul. Iowa pump we are waiting for sewer pumps quote. Vera there are no valves yet. Hydrant Flushing was half done in July 2022 the rest of the half will be done in September 2022. UNFINISHED BUSINESS: At 6:09 pm Mayor Beckner read the 2nd reading of Ordinance 742 "AN ORDINANCE OF THE CITY OF OAKLAND, NEBRASKA, AMENDING SECTION 5.11.03(3) OF ITS ZONING ORDINANCE (ORDINANCE NO. 567) TO PERMIT DWELLING UNITS ON THE SECOND STORY AND ABOVE ONLY AS A PERMITTED CONDITIONAL USE IN THE DOWNTOWN COMMERCIAL (C-2) DISTRICT; REPEALING ALL ORDINANCES, RESOLUTIONS, CODE SECTIONS, AND PARTS THEREOF IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE." Dave Schold Burt County Supervisor mentioned to the Mayor and Council this is more of a guideline to move through a process in case of factors or situations in natural disasters to happen within Burt County. At 6:28pm Councilman G. Mockenhaupt made a motion to approve Resolution 2022-2. Motion was seconded by Councilman L. Blanc All Present Voting : Aye (Greg, Luke, Jeremiah,)- 3, Nay - 0. BUSINESS: At 6:29 pm Councilman L. Blanc made a motion to approve the recommendation from Planning Commission's 6-21-22 meeting on a building permit and permitted conditional use permit pertaining to Section 5.07.05 regarding L14-15 BLK47 HULBERTS ADD OAKLAND commonly known as 709 N Oakland Ave. Motion was seconded by Councilman G. Mockenhaupt. All present Voting : Aye (Greg, Luke, Jeremiah,)- 3, Nay - 0. At 6:31pm Councilman G. Mockenhaupt made a motion to approve the recommendation from Planning Commission's 6-21-22 meeting on a building permit and permitted conditional use permit pertaining to Section 5.07.05 regarding L4 Ex7’ Blk G Nelson Addition / N2L2 ExE 7’ & ALL L3 Blk G Nelson Addition commonly known as 605 N Davis Ave. Motion was seconded by Councilman J. Johansen. All present Voting : Aye (Greg, Luke, Jeremiah,)- 3, Nay - 0. At 6:34pm Councilman J. Johansen made a motion to opt out of the Bellcreek Township Levy Tax. Motion was seconded by Councilman G. Mockenhaupt. All present Voting : Aye (Greg, Luke, Jeremiah,)- 3, Nay - 0. Discussion that there have been no retros in going in the past with not taking the Bellcreek Township Levy tax. At 6:36pm Councilman L. Blanc made a motion to approve Resolution 2022-3. Motion was seconded by Councilman G. Mockenhaupt. All present Voting : Aye (Greg, Luke, Jeremiah,)- 3, Nay - 0. At 7:17 p.m. Councilman J. Johansen made a motion to adjourn the meeting.
