City of Oakland Council Proceedings December 18th, 2023 On December 18th, 2023, the governing body met for a regular meeting of the Mayor and City Council of the City of Oakland, Nebraska, which was held at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska. The public had been advised of the meeting by the publication of notice in Oakland Independent as well as three public places: City Auditorium, Post Office, and First NE Bank of Nebraska. Mayor Dan Jacobs started the meeting at 7:00 p.m. with Roll Call. Council President Nathan Anderson, Council Member Jeremiah Johansen, and Council Member Scott Swenson . were all in attendance. Excused: Council Member Amy Denker-Rost. All present Voting: Aye (Nathan, Jeremiah, Scott)- 3, Nay - 0. In attendance was Clerk Kayla Eisenmenger. 1. At 7:02 pm nominations for Council President were discussed. At 7:03 pm Council Member Johansen made a motion to cease nominations. Motion was seconded by Council Member Swenson. All present Voting: Aye (Nathan, Jeremiah, Scott)- 3, Nay - 0. At 7:03pm Council Member Johansen made a motion to approve Council Member Nathan Anderson as the 2024-2025 Council President. Motion was seconded by Council Member Swenson. All present Voting: Aye (Nathan, Jeremiah, Scott)- 3, Nay - 0. 2. At 7:05 pm Council President Anderson made a motion to approve Johnson and Mock – Matthew Munderloh as City Attorney and Kayla Eisenmenger as City Clerk. Motion was seconded by Council Member Swenson. All present Voting: Aye (Nathan, Jeremiah, Amy)- 3, Nay - 0. 3. At 7:07 pm after a discussion between the Mayor and Council, Council Member Swenson made a motion to approve the following: - Street Department: Council President Nathan Anderson - Water & Sewer Department: Council Member Jeremiah Johansen - Park & Rec / Library / Auditorium Departments: Council Member Scott Swenson - Solid Waste Department: Council Member Amy Denker-Rost - General / Police Department - Mayor Dan Jacobs Motion was seconded by Council Member Johansen. Council Member Swenson made a motion to hire Robert (Bob) Corwine for the seasonal park and snow removal at $15.00 per hour. Motion was seconded by Council President Anderson at 7:32 pm. All present Voting: Aye (Nathan, Jeremiah, Scott)- 3, Nay - 0. 7. At 7:55pm Council Member Johansen made a motion to shelf Resolution 2023-5. Motion was seconded by Council President Anderson. At 8:07 pm Council President Anderson made a motion to approve 2024 City of Oakland NE Appointees and other various positions set by the Nebraska State Statute 17-107, 17-604, 81-1438 and City Code 1-307 Motion was seconded by Council Member Swenson. All present Voting: Aye (Nathan, Jeremiah, Scott)- 3, Nay - 0. 9. At 8:15 pm Council President Anderson made a motion to approve Conditional Use Permit recommended by Planning Commission from their 12-5-2023 meeting for L1 15th ADDITION, OAKLAND, NEBRASKA, BURT COUNTY, commonly known as 501 West Fourth Street. Motion was seconded by Council Member Swenson. All present Voting: Aye (Nathan, Jeremiah, Scott)- 3, Nay - 0. 10.
