City of Oakland Council Proceedings August 21st, 2023 On August 21st, 2023, the City Council of the City of Oakland, Nebraska, met on this day at 5:30 p.m. in a Budget Workshop and Regular Meeting to follow at 8:00 p.m.at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska. The public had been advised of the meeting by the publication of notice in Oakland Independent as well as three public places: City Auditorium, Post Office, and First NE Bank of Nebraska. Mayor Dan Jacobs started the meeting at 5:22 p.m. with Roll Call. Council President Nathan Anderson, Council Member Jeremiah Johansen, Council Member Scott Swenson, and Council Member Amy Denker-Rost were all in attendance. All present Voting: Aye (Nathan, Jeremiah, Scott, Amy)- 4, Nay - 0. In attendance was Clerk Kayla Eisenmenger, Ortmeier Accounting Ric Ortmeier and Alyson Pedro and city employees Rosa Schmidt and James Hetzler. Swenson made a motion to approve a temporary Line of Credit (LOC) with First Northeast Bank of Nebraska for one million during the transition of water project funding. Swenson made a motion to approve opening a new checking account with First Northeast Bank of Nebraska for the city's proprietary only - separating general account #1801 from it Motion was seconded by Council President N. Anderson. All present Voting: Aye (Nathan, Jeremiah, Scott, Amy)- 4, Nay - 0. 6) At 8:53 pm Council Member Johansen made a motion to shelf the consideration of advertising for a street department hire. Motion was seconded by Council President Anderson. All present Voting: Aye (Nathan, Jeremiah, Scott, Amy)- 4, Nay – 0 7) At 8:56 pm Council President Anderson made a motion to approve the Resolution 2023-8 " League Association of Risk Management 2023-2023 Renewal" at the 180-day and 3-year commitment: 5% discount option. Motion was seconded by Council Member Johansen. 8) At 8:57 pm Council President Anderson made a motion to approve Resolution 2023-9 "Municipal Annual Certification of Program Compliance". Motion was seconded by Council Member Johansen.
