City of Oakland Council Proceedings AUGUST 15TH, 2022 On AUGUST 15TH, 2022, the City Council of the City of Oakland, Nebraska, met on this day at 5:30 p.m. in Regular Meeting at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. Council members present, Mayor Ted Beckner, Council President Greg Mockenhaupt, Councilman Luke Blanc, and Councilman Jeremiah Johansen were all in attendance. Absent: Councilman Nathan Anderson. Logan Ave repairs. They expressed how time has flown and within that timeframe they had a funeral, covid-19 and cancer of her mother which has gotten in the way of getting the project done. Brenda mentioned that dealing with Covid-19 post systems has affected her ability to get to their rentals / house projects. Councilman Greg Mockenhaupt made a comment of if they could give a set deadline of when the project could be completed. Councilman Nathan Anderson asked if they have a contractor, yes, her brother however other issues have come up for him to get things done. Councilman G.Mockenhaupt made comments of the rentals they have on E. Third St. still need mowed. Mayor Beckner mentioned that as a landlord you own a rental your renters don't maintain property it is the landlord's problem. Councilman N. Anderson made a motion to give an extension till October 1st, 2022, to have all the required violations fixed. Councilman G. Mockenhaupt Seconded motion 5:45pm. All present Voting : Aye (Greg, Nathan , Jeremiah,)- 3, Nay – 0. At 5:46pm Brian Lawson and Josh Larrison from UECO Utility Equipment Company approached Mayor and Council. The system "SET" is an AMI system infrastructure mounted to the meter which can use the existing meters we currently have now. Will replace touch pad with their systems and may take about a 6-week timeframe to input this system in our town. It is USA made in Georgia so no wait time for the materials as they are located in Omaha. This is a three-wire splice and programing of it for per house is about two minutes. This system would send reads on 24 hours, leaks can be narrowed down by changing the system for that one meter to read every minute. There are options for a "Customer Portal" for every customer allowing access to their meters each day to see readings done hourly, can see/set alarms for leaks, high usage, temperature, flow rates and vacation alarms. The app for the customer portal can look at each of their property separately but all their properties can be under one account. The cost is upfront with no reoccurring fees. It has 10 years free of cellular fee, software fee, and upgrade fee. At 10-15 year they pay a portion and City pays a portion to replace equipment. At 11-20 year is the pro-rate of what the City would have to pay to replace equipment. There is an option for the City to install the shut off valves, this is a separate material compared to the "SET" material. The shut off option from the computer could be for rentals, landlords, homeowners and commercial property. A tablet comes with it using an Android system. Water Supervisor Dan Tanksley III thinks he could have probably about 1/3 of a day per day. the Installation system - Mr. Lawson will come out and give lessons on it. About 150 replacements of the old brass meters with UECO ultrasound meters. Question of complication of communication of A T & T. The " Pilot system " will be done first of 10 units to install for $250, this is the practice round and make sure it works. GWorks will give a quote. They can do a 2 way change out for GWorks and the meter itself can communicate when a renter / landlord example. Question on the temperature that this device can handle, and it is 140 degrees and -40 degrees. Council and Mayor made mention to put $5,000 to $10,000.00 towards it. At 6:20pm Councilman N. Anderson made a motion to approve 10 pilot test meters to be started as soon as possible. Motion seconded by Councilman J. Johansen. All present Voting : Aye (Greg, Nathan, Jeremiah,)- 3, Nay - 0. DEPARTMENTS: POLICE: Taking applications until end of August 2022 UNFINISHED BUSINESS: At 6:31pm Mayor Beckner read the third readings . Planning Commission member , Dan Tanksley III mentioned the objectives from the Planning Commission was wanting to emulate other cities who have made their main street business districts with this same ordinance discussion of even businesses in the front and apartments in the back . Second point mentioned that this would be out of the Planning Commissions hands and in the Councils. If the Planning Commission would want to bring back a modified ordinance they can if the Council denies the Ordinance. At 6:53pm Councilman G. Mockenhaupt made a motion to take the Ordinance back to the Planning Commission to revise / modify to allow grandfathered in apartments stay apartments when current owners change hands, but frontage of building should be business and allow apartment in the back on first floor. With a recommended percentage of that frontage. Motion was seconded by Nathan Anderson. All present Voting : Aye (Greg, Nathan, Jeremiah,)- 3, Nay - 0. BUSINESS: At 6:54pm Councilman N. Anderson made a motion to approve Auditor Sharon Hammarlund, CPA to be the City of Oakland, NE auditor for the 2022-2023 fiscal year in the amount of $7,500. Motion was seconded by Councilman G. Mockenhaupt. All present Voting : Aye (Greg, Nathan, Jeremiah,)- 3, Nay - 0. At 7:00pm Councilman N. Anderson made a motion to approve Resolution 2022-4 Signing of the Municipal Annual Certification of Program Compliance 2022." Motion was seconded by Councilman G. Mockenhaupt.
