City of Oakland Council Proceedings APRIL 18TH, 2022 On APRIL 18TH, 2022, the City Council of the City of Oakland, Nebraska, met on this day at 5:30 p.m. in Regular Meeting at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. Council members present, Mayor Ted Beckner, Council President Greg Mockenhaupt, Councilman Nathan Anderson, Councilman Luke Blanc, and Councilman Jeremiah Johansen were all in attendance. Feeling we need a landing place within the Logan Creek. Mr. Troupe mentioned he appreciated the work that was done by Councilman Luke Blanc after the flood which entailed working with the US Army Corp. Councilman L. Blanc mentioned fencing should be put in this Spring. Mr. Troupe gave the Council pictures of examples from Thurston County who has an access point similar to ours. Mr. Troupe is also recommending a floating dock which an example of what NRD ( Natural Resources District ) within the packet the council was given. Jeff thinks it is something that Council sound just be aware of what is out there to help or do with if the city can improve the area more. The city would have to go through the proper channels and get permission , permits and anything else that may be asked when dealing with the Logan Creek prior to any work being done. Mayor Beckner mentioned the water flow and irrigation around the Logan Creek is a big factor in what can and can't be done. Discussion of RC & D may be another organization that can get involve and help. At 5:48pm Kelly Adamson with Three Rivers Housing Association approached the Mayor and Council about updates happening within Oakland. She is needing four to five solid needs of the impacting that would happen with bringing more housing within Oakland. She discussed that Three Rivers purchased two properties within Oakland one on Thomas Ave and the other on Davis Ave. She discussed the three properties ( Logan Ave, Fulton St. and Anderson Ave) the City is willing to use within the grant she is applying for that Fulton St property still needs information gathered reviewing what is below the ground. If there are any infrastructure problems another lot will be needed to be found and approved. Councilman N. Anderson asked is there a time limit for getting this completed of the giving or selling of the lot process. Ms. Adamson mentioned that this approval is to allow the grant process to continue. Mayor Beckner made a motion to approve the possible action on conveyance of City-owned Parcel Nos. 113007200, 112610000, and 113205200, to Three Rivers Housing Development Corporation, a non-profit, 501(c)(3) corporation, conditioned upon compliance with and receipt of a grant from the Nebraska Affordable Housing Trust Fund. The motion was seconded by Councilman L. Blanc at 5:54pm.All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 5:56pm Mrs. Sue Beckner approached the Mayor and Council on behalf of the Oakland Chamber of Commerce. She brought up that the "Party in The Park" is July 3rd, 2022, on a Sunday this year and is hoping that many little activities / events can be approved within the park. Mrs. Beckner has talked to the Golf Club about a golf tournament, hoping to have a disc gold tournament , a car show, and a sand volleyball tournament available as well if all works out accordingly. Mrs. Beckner requested that on the stipulation on if enough lifeguards are available that there be a "free family " swim day during a few hours. Request of pony rides and petting zoo ( western side of the football field ) She shared that the Oakland Ball Association has been hired to clean up the mess after the fireworks DEPARTMENTS: At 7:43pm Councilman J. Johansen talked to Ethan Joy with JEO waiting on information of funds. Discussed the State Infrastructure bill hoping it to pass. Water Restrictions do the same as last years, all volunteer for the restrictions. Educate people about all the information with how the water project is going on social media and paper. The maintenance for the school water tower had only two complaints ( O-C Schools and property on E. Third St. ) Discussion of the Sewer plant : Verba construction from Schuyler, NE to come and pull the valves to see the condition of valves, see if regular steel used and come up with a plan to fix. Plan to put steel back or stainless steel depending on price and availability which would be best to go with in material wise for the valve - they are about 10-inch valves. Questions on how often the valves need to replace and answer of every 10 years if go steel and not stainless steel. There is not option to not have the valves within the water. The pumps are needing to be replaced at the sewer plant - Water Supervisor D. Tanksley III mentioned the one pump is 30 feet of water (will have to use a hand crane to get but would not feel safe doing it, plan of action to get this competed will happen in the near future. Iowa Pumps are working on the sludge pumps. Sludge has not been taken all year as frozen. Basin is where it is located. Not enough air in there to be rotated to keep it from not getting frozen so cannot be taken all year long. Water Department pickup not working , at the KC Parts and Repair 4-18-22. At 6:51pm Councilman L. Blanc discussed putting a memorial sign for Josh Mulder at the Logan creek. There will also be fencing will be going about the plaque canoe ramp "Josh's Landing" There are trash cans to be ordered for Troll Stroll. Tara Currier Pool Manager brought up concerns about the pool opening and the lack of lifeguards. At this time there are not enough lifeguards to open up. She has done some broad network for the pool area. It was mentioned the whole State of Nebraska is suffering from lack of lifeguarding. It was discussed the process been taking to notified public on public lessons more priority then private this year. There will be no private parties to be during public hours but before or after. It was discussed the already done incentives of reimbursement of classes/training and $50 towards a uniform. The council hared thoughts on mentioning the bonus if you complete a certain number of hours of work at the pool and the pool employees could receive this at the end of the pool season. Discussion of shifting hours that the pool is open / days if short staff. Approval of Assistant managers / Swim Lesson Leaders/teachers was not done will be completed at the May 2022 meeting. BUSINESS: At 8:02pm Councilman N. Anderson made a motion to approve the 2022/2023 SRO Contract between City of Oakland and Oakland-Craig Public Schools. Councilman G. Mockenhaupt seconded the motion. All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 8:02pm Councilman G. Mockenhaupt made a motion to approve the "Nebraska Cowboy Mounted Shooters" during the 2022 Burt County Fair on July 17th and 18th located at the Horse Arena fairgrounds limited only for lifting the gun ban within the city limits. Motion was seconded Councilman L. Blanc. All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 8:16pm Councilman J. Johansen made a motion to waive the three readings for Ordinance 740 "AN ORDINANCE OF THE CITY OF OAKLAND, NEBRASKA, AMENDING CITY CODE SECTIONS 7-204 AND 7-209 PERTAINING TO WATER UTILITY INSTALLATION, REPAIR, AND MAINTENANCE EXPENSES; REPEALING ALL ORDINANCES AND RESOLUTIONS OR PARTS THEREOF IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE." Motion seconded by Councilman L. Blanc All Present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 8:16pm Councilman J. Johansen made a motion to approve Ordinance 740 "AN ORDINANCE OF THE CITY OF OAKLAND, NEBRASKA, AMENDING CITY CODE SECTIONS 7-204 AND 7-209 PERTAINING TO WATER UTILITY INSTALLATION, REPAIR, AND MAINTENANCE EXPENSES; REPEALING ALL ORDINANCES AND RESOLUTIONS OR PARTS THEREOF IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE." upon that this does not cancel any current ordinances pertaining to meter ownerships. Motion seconded by Councilman L. Blanc. All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 8:30pm with no further items to be discussed Councilman G.
