VILLAGE OF DECATUR SPECIAL BOARD MEETING May 29th, 2025 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the Agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the Agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. No guests signing in. Guests not signing in were: Clint Simmons, Kiley Worley, Jennifer Penny. 1) SPECIAL MEETING CALLED TO ORDER BY CHAIRMAN ANDERSON Roll Call: Anderson-yes, Hightree-yes, Kirschenman-yes, McCullock-Absent, Troutman-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: McCullock had to work. Troutman made a motion to excuse McCullock from the meeting. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes. 1. Cole & Kiley Worley-LB840 for Downpayment Assistance with the purchase of the Green Lantern. Kiley came to the table and explained to the Board all of the plans they have for the Green Lantern. Troutman made a motion that Contingent on the bank the Village will grant the $53,000.00 for down payment assistance and would give another $12,000.00 in a low interest loan for a total of $65,000.00 if needed. They would have to stay open for at least one year. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes. Motion Carries. 2. Decatur Community Club-Permission to serve alcohol on Sunday, June 15th for the pancake feed. Troutman made a motion to give permission to the Community Club to serve alcohol on June 15th for the pancake feed. Kirschenman seconded the motion. Roll Call: Anderson-Abstain, Hightree-yes, Troutman-yes, Kirschenman-yes. 3. Kay Kellogg (KH Insurance)-Commercial Insurance and Worker’s Comp Insurance Bid. Commercial Insurance $49,656.00 with an additional $2,518.00 per year to decrease deductible to $5,000.00. Worker’s Comp Insurance Bid $24,015.00 per year. Kay was not able to come to the meeting. 4. Clint Simmons (LARM)-Commercial Insurance and Worker’s Comp Insurance Bid. Commercial Insurance $39,323.00 with a $1,000.00 deductible. Worker’s Comp Insurance Bid $6,405.00 per year. Clint came to the table to discuss and explain the bid from LARM. LARM does have a safety Grant that will help with anything safety related. They also have a Police Officer Grant for up to $700.00 for a bullet proof vest. As long as the agency has a mandatory must wear Bullet proof vest. LARM has the documentation for the policy if the Village does not have one. Troutman made a motion to accept the bid from LARM for the Commercial and Worker’s Comp in the Amount of $45,728.00. At this time only one-third will be due. The fiscal year for the full amount will be due on October 1, 2025. Kirschenman seconded the motion. Roll Call: Anderson-yes, Hightree-yes, Troutman-yes, Kirschenman-yes. 5. Signing of Agreement for the Establishment and Operation of the League Association of Risk Management. If chosen by the Board. Troutman made a motion to sign the Agreement for the Establishment and Operation of the League Association of Risk Management. Hightree seconded the motion. Roll Call: Anderson-yes, Kirschenman-yes, Troutman-yes, Hightree-yes. 6. Resolution #205-League Association of Risk Management 2025-2026 New Resolution. If chosen by the Board. League Association of Risk Management 2025-26 Resolution Resolution No. 205 WHERAS, The Village of Decatur is a member of the League Association of Risk Management (LARM); WHEREAS, section 8.10 of the Interlocal Agreement for the Establishment and Operation of the League Association of Risk Management provides that a member may voluntarily terminate its participation in LARM by written notice of termination given to LARM and the Nebraska Director of Insurance at least 90 days prior to the desired termination given to and that members may agree to extend the required termination notice beyond 90 days in order to realize reduced excess coverage costs, stability of contribution rates and efficiency in operation of LARM; and WHEREAS, the Board of Directors of LARM has adopted a plan to provide contribution credits in consideration of certain agreements by members of LARM as provided in the attached letter. BE IT RESOLVED that the governing body of the Village of Decatur, Nebraska, in consideration of the contribution credits provided under LARM Board’s plan, agrees to: Provide written notice of termination at least 180 days prior to the desired termination date, which date shall be no sooner than September 30, 2026 (180 day notice only; 2% discount) Troutman made a motion to approve LARM with a 1-year commitment. Troutman made a motion to hire Jeff Meyer as part-time Custodial/Light Maintenance at $15.50 per hour with a possible $.50 raise in three months. Kirschenman seconded the motion.
