VILLAGE OF DECATUR SPECIAL BOARD MEETING May 24, 2023 @ 4:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The guest signing in was Kay Kellogg. (KH Insurance) The guest not signing was Justin Boden. (Broadway Brothers) 1) SPECIAL MEETING CALLED TO ORDER BY VICE CHAIRMAN HIGHTREE Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-absent, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Jason was bailing hay. Yes, X NO __ Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Warren-yes. 1. Broadway Brothers-Permission for Beer Garden for Riverfront Days, June 16, 2023. Justin Boden came to the table and asked permission to block off the west half of 8th street for a street dance on June 16th, 2023., and an outside liquor license for that blocked off area. Warren made a motion to approve the special liquor license and blocking off the west side of 8th street from Broadway Brothers to Soll’s building. Hightree seconded the motion. Roll Call: Siecke-yes, Kirschenman-yes, Warren-yes, Hightree-yes. 2. KH Insurance-2023-2024 Commercial Insurance. Kay came to the table with the quotes the board asked her to get. Raise the deductible on the property to $2,500.00 it would save $714.00 a year. If the deductible was changed to 5,000.00 it would save $1,213.00 a year. The board did not think it was worth it. If the deductible on the inland marine was raised from $500.00 to $1,000.00 it would only save $75.00 a year. To take full coverage off the 2008 Crown Victoria it would save $521.00 a year, which Kay already did this. To raise the deductible on the other vehicles from $500.00 to $1,000.00 would save another $212.00 a year. Workman’s Comp insurance through Traveler’s Insurance will be $7,785.00, which the Village was cancelled by the other company. The total for both Commercial and Workman’s Comp is $37,062.00 for the year. The total for both insurance last year was $32,718.00. Warren made a motion to accept the Commercial Insurance and Worker’s Comp Insurance from KH Insurance in the amount of $37,062.00, with full coverage taken off the 2008 Crown Victoria. Kirschenman seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Warren-yes, Kirschenman-yes. 3) MOTION TO ADJOURN THE SPECIAL MEETING: Warren motioned to adjourn the meeting at 5:38 PM.
