VILLAGE OF DECATUR REGULAR BOARD MEETING May 11th, 2023 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The guest signing in was: Kay Kellogg/KH Insurance. The guest not signing in was Rachelle Rickers. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1. Police: Monthly Report. No report. 2. Lights: Monthly Report A. One meter pulled. B. Broken Electric Pole at the Marina that has been fixed. C. New Locator. The Village has had a lot of locates lately with all of the road construction lately. The locator that they have does not work very well. McCullock (Maintenance supervisor has looked in the price of new ones. The one that he is looking at costs around $1,000.00. Troutman made a motion to allow a purchase of a new locator up to $1,000.00. Kirschenman seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Warren-yes, Troutman-yes, Kirschenman-yes. Warren stated that there is an electric pole at the baseball field that has three transformers on it, that is leaning. Hightree will speak with McCullock about the pole. 3. Water & Sewer: Monthly Report Will discuss #4. 4. Parks: Monthly Report A. April 2023 Income of $18,840.49. B. Warren stated that all the transplanted spruce trees have died at the camp ground. C. Warren asked if there was a cover for the valves at the splash pad. No one knew. 5. Streets: Monthly Report A. May 2023 Highway Allocation-$6,509.01. B. February 2023 Sales Tax $11,075.15 - 1/2 to LB840. 6. Sears Center: Monthly Report Nothing to report. 6) OLD BUSINESS: 1. Bids for Street Work. The Board received another bid for street work. OMNI Engineering in the amount of $549,639.15. Knife River in the amount of $306,386.50 without the marina road and option #2 on 12th street. Hightree made a motion to accept Knife Rivers bid in the amount of $306,386.50 without the Marina Road and option #2 on 12th street. Warren seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Troutman-yes, Hightree-yes, Warren-yes. 7) NEW BUSINESS 1. KH Insurance-Commercial Insurance for 2023-2024. Kay came to the table and explained to the board that the Commercial insurance policy has increased approximately 16%. The cost is $29,377.00 and that is without worker’s comp insurance. The board asked if some of the deductibles could be raised to try to cheapen the policy. Kay will check and get back with the board. A special meeting will be held to discuss the changes. 2. Linda Dunning-Liquor License for Riverfront Days. Kay Kellogg (Linda could not attend) came to the table to ask for permission for a liquor license for June 18th, 2023 from 8:00 AM to 1:00 PM for the pancake feed. Troutman made a motion to allow the Community Club to apply for a liquor license for the pancake feed on June 18th 2023 from 8:00 AM to 1:00 PM. Hightree seconded the motion. Roll Call: Kirschenman-yes, Warren-yes, Siecke-yes, Troutman-yes, Hightree-yes. 3. Horseshoe Pits at Beck Park. The board discussed where to put the horseshoe pits after removing them for the splash pad area. They discussed putting them on the south side of the shower house. They will ask Boden Construction if they will put them in. 4. 500’ sewer line needs replaced from 5th street, North to alley. There is 500’ of sewer main that needs replaced on from 5th street north to the alley. The board received a bid from Cass plumbing in the amount of $29,731.00 to replace this sewer main. The main has to be unplugged at least 2 times a year. Hightree made a motion to replace the 500’ of sewer main from 5th street to the alley. Kirschenman seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Hightree-yes, Kirschenman-yes. 5. Employee Health Insurance The Village has employee health insurance through The League of Nebraska Municipalities. There will be a $35.16 monthly raise for Employee Health Insurance. Warren made a motion to accept The League of Nebraska Municipalities bid for Employee Health Insurance. Warren seconded the motion. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Warren-yes, 6. Rashelle Rickers-Why is there a speed bump on 2nd Avenue. Rachelle asked why the speed bump was placed on 2nd Avenue? The board members stated that last year there was a lot of speeding on that street. Warren stated that if there was not a problem, that it would possibly not have to be reinstalled this year. 7. Planning Commission Meeting Minutes from April 19, 2023. The board members all received a copy of the minutes. They reviewed them. The Planning Commission would like to update the Comprehensive Plan. There was nothing to take action on. Siecke asked the Clerk if we had received an Ordinance on the Connex containers? Clerk stated we have not. 8. Bryan Booze-Campground. Siecke will speak with Chief Bang, and have him get a hold of the Village Attorney. We need to set a time limit to get the campers off the property. 9. One bid to replace the sidewalk at the Church of Jesus Christ Decatur Branch. There has been 2 people that we know of that have tripped fallen on the broken sidewalk. There was much discussion as to whether this was our responsibility? Possibly see if the Church could apply for LB840 money. The Clerk will contact Cindy Chatt, and speak with the Church. 10. Employee-Closed Session. Troutman made a motion to go into executive session at 6:42 PM to discuss employee. Kirschenman seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Warren-yes, Troutman-yes, Kirschenman-yes. 8) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting, Thursday, June 8th 2023 at 5:30 PM. 2. Cleanup Day is May 20, 203 from 8:00 AM to 12:00 PM. 3. Are there any questions or comments from the audience? Kirschenman asked where we are at with the properties that need to be cleaned up? Siecke stated that we are waiting for Chief Bang to get back to work, so that he can work with the Village Attorney. We need to hit all these properties at one time. 9) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by Kirschenman and Troutman. There was a question on the double order of oil and filter for the Skag mower. McCullock was not able to get to Bancroft right away, so he got those items and then picked up more at Bancroft, we should have enough for next year also. Troutman asked about a bill from S&S out of Blair, for an emergency pumping of a sewer line. They were not able to do the job, and we haven’t received a bill as of yet. 2) Motion to Approve the Claims as submitted Warren 2nd by Hightree.
