VILLAGE OF DECATUR REGULAR BOARD MEETING March 9th, 2023 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. Guests signing in were: KC Bang, Kayla Logeman, Debbie Krutilek. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1) Police: Monthly Report KC Bang came to the table to give the police report. 2) Lights: Monthly Report Nothing to report. Warren mentioned that there are 2 street lights that are staying on all the time. Troutman will ask McCullock to fix these tomorrow. 3) Water & Sewer: Monthly Report – We are working on the water loss with Rich Koenig. 4) Parks: Monthly Report – No Income. There has been a problem with people walking their dogs and not cleaning up after them. It was suggested sending a letter with utility bills. There are doggie bags at the park all year for people to use. A. Discuss property at 270 East 10th Street. Will call the Village Attorney tomorrow. B. Email from Mosquito Control of Iowa. Siecke asked if they charge a flat fee? They do. Hightree made a motion to hire Mosquito Control of Iowa to spray for mosquitos for the 2023 season. Troutman seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Hightree-yes, Troutman-yes. 5) Streets: Monthly Report Kirschenman had one complaint on the streets. West 6th street needs work. McCullock put some sand in the soft spot. There is really nothing that can be done until spring. There are several streets that need work. Kirschenman will be contacting Knife River to get a bid on street work. The other board members will get a list together for the streets that need work. March Highway Allocation-$6,937.88. December 2022 Sales Tax $10,144.29 - 1/2 to LB840. 6) Sears Center: Monthly Report A. Committee for Exercise Equipment is to meet on March 21st at 6:30 PM at the fitness center. 6) OLD BUSINESS: 1. Maple Villa-Lights at Cost. Warren made a motion to charge the Maple Villa lights at cost, with the stipulation that they will review this in January of 2024, and if the Village receives a cost increase from REA that they will have to pass this along to the Maple Villa, and if the Maple Villa receives restitution, it will be reviewed. Troutman seconded the motion. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Warren-yes, Troutman-yes. 7) NEW BUSINESS 1. Aleta Jessen-LB840 Application Did not have application at the time of meeting. 2. Public Hearing-Variance, Block 15, Lots 23 & 24 Troutman made a motion to close the regular meeting. Hightree seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Troutman-yes, Hightree-yes. Troutman made a motion to open the Public Hearing. Hightree seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Troutman-yes, Hightree-yes. Brad and Cheryl Gatewood are asking for a variance for their building on 440 West 14th Street. The board discussed this. The Planning Commission approved the variance on 01/17/2023 Troutman made a motion to approve the variance for Lots 23-24, Block 15, Burt County Nebraska, Decatur, NE. Hightree seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Troutman-yes, Hightree-yes. Hightree made a motion to close the public hearing, and reopen the regular board meeting. Troutman seconded the motion. Roll Call: Warren-yes, Siecke-yes, Kirschenman-yes, Hightree-yes, Troutman-yes. 3. John Sidwell-Vendor Truck The board stated they did not have a problem with this, but he would have to fill out a Hawkers/Peddlers permit for his food truck and the Village would need a copy of his State Permits. 4. Audit Audit is not finished. 5. Two- & Ten-Year Plan-Public Water System. The board members looked through the Two- & Ten-Year Plan-Public Water System. Hightree made a motion to adopt the Two- & Ten-Year Plan-Public Water System. Warren seconded the motion. Roll Call: Kirschenman-yes, Troutman-yes, Siecke-yes, Hightree-yes, Warren-yes. 6. Beck Park Camping Rates The board decided to leave camping prices as they are. Lower level-$22.00 per night, Upper level-$25.00 per night. 30-day rates are $500.00. 7. 150-gallon Tank and Scale for Chlorine at Water Plant. The scale has been ordered and received. McCullock is waiting for the chlorine in the old tank to get lower, before he changes tanks. 8. Cleanup Day The board decided on either May 6th or May 20th for cleanup day. The hours will be from 8:00 AM to 12:00 PM. 9. Reservoir Findings (Cleaned on February 26th) The reservoir needs some repairs. We have not gotten the full detailed report from Midco Diving. 10. Flood Plain Administrator The Clerk asked who is the Flood Plain Administrator? No one seems to know. 11. Nebraska Loess Hills-Membership The board decided to pass on this membership. 12. Orkin has been here to install Bait System for City Hall. 13. Employee-Executive Session. Troutman made a motion to go into executive session at 6:38 PM. Hightree seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Troutman-yes, Hightree-yes. Troutman made a motion to come out of Executive Session. Warren seconded the motion. Bent Gutter on the south side of City Hall. The board discussed possible ways to fix the problem with the snow and ice bending the gutters. Will get bids on replacing the bent gutter on the south side of City Hall. 8) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting, Thursday, April 13, 2023 at 5:30 PM. 2.
