NOTICE OF PUBLIC HEARING CONCERNING THE REUSE PLAN FOR VILLAGE OF DECATUR HOUSING REVOLVING LOAN FUNDS NOTICE IS HEREBY GIVEN that on March 11, 2021 in the Village Office, the Village of Decatur will hold a public hearing to give the community an opportunity to be heard regarding the reuse plan for its Community Development Block Grant (CDBG) Economic Development Housing Revolving Loan Fund Program. The Housing RLF was discontinued in 2020, ceasing any further Housing type activities. The current Housing Program Guidelines still apply to existing projects and loans. The Village of Decatur, Burt County, Nebraska (Decatur) amended its Community Development Block Grant (CDBG) Owner Occupied Housing Rehabilitation Program Guidelines and Re-Use Plan, which govern the Village’s Revolving Loan Fund (Housing RLF) Program. The Housing RLF was discontinued, ceasing any Housing type activities. The RLF’s current program guidelines will still apply to existing Housing projects and loans. Decatur re-purposed all program income in the Housing RLF to fund the installation of a Garaventa GVL-SW vertical platform lift into the Village Auditorium and Village Offices located in the Village’s downtown district located at 913 South Broadway. The lift will provide Americans with Disabilities Act (ADA) accessibility and will also benefit those persons with mobility issues. The project’s approximate cost was $28,413.00, which includes $25,557.50 for the cost and installation of the lift; $630.00 for construction management and $2,225.50 for general administration. The Village will re-purpose and apply all Housing RLF program income towards this project. Any future program income will be applied toward the project or returned to the Nebraska Department of Economic Development. The remaining project costs will be funded by the Village. The project will primarily benefit low-to moderate income persons. No persons or businesses will be displaced as a result of this project. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the Reuse Plan. Written and oral testimony will also be accepted at the public hearing scheduled for 4:30 p.m., March 11, 2021, Village Offices, 913 South Broadway, Decatur, Nebraska.
