Minutes of the Burt County Board of Supervisors The Burt Co Board of Supervisors met May 10, 2023 in the Boardroom of the Burt Co Courthouse in Tekamah, NE. Notice was in the Oakland Independent (5-4-2023), on a 1st floor courthouse bulletin board and on County’s Website. A proof of publication is on file with the Co Clerk. The following members were present: David Schold, Gary “Bird” Swanson, Jeff Kutchera, Paul Richards, Carl Pearson, Sam Titus and Ted Connealy. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Schold informed the public that the Open Meeting Act is posted on the wall. The Agenda was approved… motion Connealy, Titus, All Ayes. The minutes of the 4/28/2023 BOE and Supervisors meetings were approved… motion Swanson, Kutchera, All Ayes. April office Financial Reports, Fund Balances, and Miscellaneous Receipts were all approved… motion Connealy, Swanson, All Ayes. OFFICE UPDATES were given verbally by (1) County Attorney – Edmond Talbot (2) Surveyor – Fred Franklin Liquor License for Amber Lea Acres: A public hearing was held from 9:29 a.m. – 9:30 a.m. for consideration of approval for a new Class C Liquor License for Amber Lea Acres, 2865 CoRd. I, Tekamah. After having no public comment, Supervisors Connealy Titus made a motion to approve the new Class C liquor license, Motions passed with All Ayes. Special Designated Liquor License: Motions by Swanson, Connealy, All Ayes; a SDL was approved for Andreasen, LLC (Tipsy Pig)for a Beer Garden at Hoot Gibson Rodeo on June 2-3, 2023. ROADS: Fleet – Bids for: TWO (2) NEW OR CURRENT PRODUCTION MODEL TANDEM TRUCK WITH CAB & CHASSIS WITH DUMP BODY & HYDRAULIC SYSTEM NEW 12’ REVERSIBLE COMPRESSION HIGH SPEED SNOW PLOW NEW HYDRAULIC V-BOX SAND SPREADER RIGHT HAND MID MOUNT PATROL WING Sealed Bids were opened; two (2) were received. RDO (Omaha) Mack Trucks $315,480 -for 2 trucks and $142,771 -plow & sanders. Trade-in prices not known MasterTech Truck & Equipment (Wichita, KS) Kenworth t880S $639,976 -for 2 trucks and $138,800 – plow & sanders. Trade-in price: $90,000 No action was taken at this time. Pricing/comparisons will be done on the two bids. Courthouse Roof Bids: Bruce Nathan, Building & Grounds Superintendent Sealed Bids were opened for new Roof on Courthouse Building; three (3) were received on time, one (1) bid remained unopened as it was received too late. Independent Roofing Co. ) $198,000 + 7.95 sq.ft insulation. modified BUR (asphalt) Watercraft Co. - $146,746 + 12.00 sqft insulation. modified BUR (asphalt) F/S Contracting $124,000 -includes insulation/flashing/caps. TPO white membrane overlay Supervisor Titus made a motion to accept F/S Contracting bid, Swanson seconded. Discussion: overlay has 25-30 yr. warranty; pricing is good for 30 days, but project will be slated for ~Sept. 2023, so material costs may vary slightly. After discussion motion passed with All Ayes. IT Updates: Brandon Petersen, Relations Mgr. -Applied Connective Technologies (ACT) ACT provides the County with phone/data cabling/computer hardware support, software support and cybersecurity/monitoring. Brandon provided updates of monitoring services, County’s support/service calls, and asked for any feedback/requests that the County might have as their customer. NACO Updates: Elaine Menzel, Attorney at NACO Nebraska Association of County Officials provided updates from the Organization. County Health Insurance: (previously discussed 4/28/2023 minutes) Employee Health Ins options are being explored prior to the July 1, 2023 renewal date. Ins Reps returned with options of both staying within the current NACO Group Pool and exploring coverage outside of the County Group Pool. (a) Dustin Will, consultant with Benefit Management (Lincoln): Dustin presented options outside of the NACO group pool. (b) Judd Allen, Benefit Services Manager with NACO Benefit Services: presented options staying within the NACO Group Pool and enrollment outside of the Group. The Board agreed to re-new NACO’s group pool BCBS insurance package upon motion by Pearson and Swanson. Discussion: the board would like NACO benefit services to help oversee employee education to help prepare for January when deductibles will start over. Roll Call Vote was taken after discussion: Ayes – Swanson, Kutchera, Richards, Pearson, Titus, Connealy and Schold. Nays-none. Motion passed. The health/dental insurance benefits and offerings will be available to County Employees eff. July 1, 2023 renewal date. Burt County Economic Development Corp: Commercial Reno Grant (Fund 0900) was approved for Pelan Funeral Services to replace two doors at their Tekamah location (1103 J St). The grant amount was approved for $4,992.00 (50% low bid)… motion Connealy, Kutchera, All Ayes. PUBLIC COMMENT: none. The meeting adjourned at 11:55 A.M. upon motions by Titus and Swanson. The meeting opened at 11:41 A.M. with Chairman Schold informing the public that the Nebraska Open Meeting Act was posted on the wall.
