Minutes of the Burt County Board of Supervisors The Burt Co Bd of Supervisors met June 11, 2025 in the Boardroom of the Burt County Courthouse in Tekamah, NE. Notice was given in advance in the Lyons Mirror-Sun, on 1st floor bulletin board and on the Co Website; proof of publication is on file. The following members were present: Gary “Bird” Swanson, Jeff Kutchera, Sam Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Ted Connealy. The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Connealy informed the public that the Open Meeting Act is posted on the wall. The agenda was approved. The minutes of the 5/28/2025 Bd of Supervisors meeting were approved. May financial office reports, Fund Balances, and Receipts of $725,081.30 were all approved. OFFICE UPDATES (2): (1) Weed Superintendent – Tory Penny (2) County Clerk, Register of Deeds & Election Commissioner – Sarah J Freidel Protests and Budgets -2025 meetings: Budgets: July 9 – dept. head requests, July 28 – 1st round, Sept. 30 - deadline; Protests: July 15-16 - 421 hearings, July 25 – 421 decisions & 425 hearings/decisions. Budget FY25-26: STATE PRINT SHOP approved as designated vendor for the printing of the LB644 joint hearing postcards (if necessary). Medicare SHIP Program: Mary Loftis presented an overview of services provided during FY24-25 contract. Contract agmt for FY25-26 was approved with no changes; contract fees assessed to each County as follows: Burt -$12,400.00; Dodge & Washington - $3,100.00 each. Approved upon motion Titus, Richards, all Ayes. Special Designated Liquor Licenses: Approved for Nelson’s Food Pride to serve weddings at Harvest Moon (Oakland) on June 21 & Aug. 30, 2025. Audit FY24-25 The understanding of services with Contryman Associates was signed. ROADS: Ann Chytka, Hwy Supt Mail box claim: Docs and photos were reviewed regarding a landowner request to have a mailbox replaced. No action was taken. Belly Dump: 2025 R-WAY T4625 TRI AIR cross gate belly dump trailer 25 yard capacity, no tarp; purchase from RDO. Motion approved Titus, Swanson, all Ayes. Tool Truck: Following discussion, the board approved to try to procure vehicle via online auction. 2019 Chevy Silverado 5500 HD 4x4 service Truck with Tiger Mechanic’s Boom, with 84,281 miles. It is listed with Big Iron (Mead, NE), auction ends June 18; road employees will check it before the auction end and report to the road committee. Titus made a motion to bid up to $35,000.00 via the online auction for the purchase, Pearson seconded, the motion Passed with all Ayes. Road Committee member/Supervisor Pearson will place the bid if decided to proceed. Stop Sign Program Res. 2025-04 – completion of program. Passed upon motion Kutchera, Titus, all Ayes. Full Resolution language in minutes online or onsite in courthouse. Zoning: Ann Chytka, Plan and Zone Admin Conditional Use Permit: for Ingrid Williamsen to place a manufactured home on 7.46 ac. NW4NW4 of 33-21-8. Chytka reported the planning commission had approved the CUP. Public hearing was held 10:31 – 10:33 a.m. Public Comment: Ingrid. The CUP was approved with the condition that the old house may not be used as living quarters; motion Richards, Johnson, all Ayes. Burt County Economic Development Corp. (BCEDC): Cindy Chatt, Director Marketing campaigns underway: (i) liquid death marketing teams gave rights to materials they collected when in the area doing their own campaign; (ii) podcasts are working their way throughout the County, and are on the tourism website; (iii) billboards ‘visit Burt County, it’s closer than you think’, 1- metro area, 1- waterloo area - go up July 3rd and up for one month. PRIVATE FOUNDATION GRANTS FUND 0900 - FUND BALANCE: application for the funding has been submitted. VISITORS PROMO/LODGING TAX FUND 0990 Four (4) grants approved: motion Kutchera, Johnson, all Ayes (1) Hoot Gibson Rodeo ($500); (2) Tekamah Freedom Fest - Chamber/multiple businesses ($1,000); (3) Burt County Bird Bounty – KAMO; ($500) Paul Carrier Memorial Ice Bowl - KAMO ($500). ANNOUNCEMENT: Supervisors Jeff Kutchera and Sam Titus were both recognized for receiving their NACO Co Bd Member Certification – Level 1. The meeting adjourned at 11:10 A.M. The meeting opened at 9:17 A.M. with Chairman Connealy informing the public that the Nebraska Open Meeting Act was posted on the wall. COMMUNICATION: TERC Findings & Order- Statewide Equalization: Levels of value for real property in Burt County for tax year 2025 meet the requirements of law. Property Valuation Adjustments: Assessor Hart presented valuation adjustment recommendations Undervalued/Overvalued Property: per §77-1315.01 & per §77-1504: The BOE reviewed and voted upon the valuation changes; motion Pearson, by Kutchera, approved all Ayes.
