City of Oakland Council Proceedings MAY 17TH, 2021 On MAY 17TH, 2021, the City Council of the City of Oakland, Nebraska, met on this day at 5:31 p.m. in regular session at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. Council members present, Mayor Ted Beckner, Council President Greg Mockenhaupt, Councilman Luke Blanc, and Councilman Jeremiah Johansen were all in attendance. ADDRESSES: At 6:31 p.m. Julie Johnson approached the council about the bids they requested from April's 2021 meeting. The one bid for windows is about $1,300.00 , she is currently waiting on bid from the O-C Schools Shop class to do the sidewalk concrete work at the Swedish Heritage Center. Councilman J. Johansen made a motion to do the $1,300 for windows since Fall 2021 concrete project won’t start yet. Councilman G.Mockenhaupt second motion at 6:39 p.m. All present Voting : Yay (Greg ,Luke, Jeremiah)- 3 , Nay - 0. Excused: Councilman Anderson. BUSINESS: The Council decided that the SRO with the school should have the keys to the auditorium as he should be with and in communication with the School Administration during an emergency with the City. They also felt if an emergency would be happening other city employees are around to open the auditorium for the public to allow access. At 5:32 p.m. Rich Koenig with the State approached the Council about water discussion to help the City in the right direction on our concerns and problems with water department and our one well situation. Mr. Koenig mentioned that the City is in a serious situation, when he first started working with our City , we had three wells were working. In 2020 Fall season the 1950's well was not working then. Each one of those wells got relined before failing ( 28 year outside of the 1954 well). Current well was relined 20 years ago and maybe will hold up for 6 years. The State did discuss some options back in the day about looking into the future. In the 1990's State looked for a well sight in the Park however did not move forward. The quote was about $350,000 to $500,000 for those wells. Mayor Beckner asked when those well sights were looked for in the 1990's if they were or were not tested. After much discussion , it’s come to the Council's attention that each year the City will be needing to have a new project to get this Water Dept. up out of the serious danger zone or to keep afloat so we are not in a danger zone. This will not a quick fix. The States concerns are the two old wells were not officially decommissioned in the past and the City needs to do this. The main steps that the City Water Department needs to focus on is 1) Decommission the two failed wells 2) Possibly need a test well within the park possible sites ( gives better understanding of quality ) 3) Understanding the possibility of it talking 1 to 1 1/2 year to be in production. In consideration of the Park being a site for a well there would have to be an 8" to 10" line from park to pool with railroad tracks interrupting this which can be costly. Discussion of the other possible site on East side of town , Mayor Beckner talked with the landowner and it was brought up that $20,000.00 per acre for development ground for test well sites. The Council agreed to this amount to be added to the Purchase Easement that is given to the landowner. JEO Engineer Dave, Henke and State representative Rich Koenig mentioned to the 20-year plan when building a water plant ( the new one). Partnership with NRD/Logan East could cut the cost in half. Contracts when set up for a certain number of years ( in the negotiations). A Nitrate kit will be sent to city for sampling Oakland Express area. At 6:08 p.m. Dave Henke was in conversation with Richard Koenig. Mayor Beckner was asking if the NRD/Logan East Rural Water partnership would be more economical. Mr. Henke mentioned extremely more economical for City to partner if a treatment plant is going to be within the partnership. Discussion about the chemicals that are tested for. Logan East currently serves about 1,100 people. Mayor Beckner went over with the Council how Craig/Oakland both needing to do a water upgrade, both would be footing money towards the project and partnerships will get you more grants. A letter to NRD/Logan East saying interested without cost agreement, with no financial commitment to be sent out. The Councilman each mentioned how they said it won't hurt to look into the partnership with NRD/Logan East Rural Water. The information the Council is needing to know about this project is "How long / Cost / for our citizens ( potential % of usage for the cost ) ?"Test well site - can do - $20,000.00 landowner is not opposed. Dave Henke strongly suggest still doing the well site testing on the East side of the town while that NRD/Logan East Rural letter is being looked at .Councilman G.Mockenhaupt made a motion to approve moving forward with the arrangement with land owner for the Purchase Easement and changing the amount to $20,000.00 while also sending an “Interested with partnership” letter to NRD/Logan East Rural Water as well, motion was seconded by Councilman J. Johansen at 6:27 p.m. All present Voting : Yay (Greg ,Luke, Jeremiah)- 3 , Nay - 0. Excused: Councilman Anderson. With no further items to be discussed Councilman J.
