City of Oakland Council Proceedings DECEMBER 20TH 2021 On DECEMBER 20TH, 2021, the City Council of the City of Oakland, Nebraska, met on this day at 5:30 p.m. in Regular Meeting at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. Fourth St. which he became owner of on December 13th, 2021. The City's original deadline for the condemnation that as placed in October 2021 was December 16th, 2021 , the Council felt since the place is getting demolished, they would give a 90-day extension to Mr. Dolezal. The East garage may be a building that stays up and get sided and shingled while the house and second garage is coming down when the electric/gas companies can get to the service orders and what works for Webster to do the demolition work. At 5:39 p.m. Councilman L. Blanc made a motion to give the 90 days extension for property 501 W. Fourth St. Motion was seconded by Councilman J. Johansen. All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 5:40 p.m. Brenda Graves and Dennis Peters approached the Mayor and Council with pictures to show the updates and improvement on 506 N. Logan Ave. After reviewing these photos, the Council made a decision of allowing 60 days extension on the repairs to be done. At 5:43 p.m. Councilman L. Blanc made a motion to approve the 60-day extension on property 506 N Logan Ave. Motion was seconded by Councilman G. Mockenhaupt. All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 5:45 p.m. Allan Thies approached the Mayor and Council about allowing two mixed breeds of blue nose Black Lab/Pitbull and a Golden Retriever/Pitbull at property 516 N Oakland Ave which is where they are hoping to rent from Landlords Brenda Graves/Dennis Peters. After much discussion of whether if they allow it for one person then they would have to for anyone else who comes into town. The Council understands the difficulty on this Ordinance 724 that was passed in 2020 after an incident involving a pure breed Pitbull. The Council did not waive the Ordinance 724 for Mr. Thies. DEPARTMENTS: Discussion of the campsites are closed to public as of this month when Park Supervisor Brian Johnson and Councilman L. Blanc decide. Councilman J. Johansen brought up a discussion about ownership of the water meter/service line at the curb. At 6:05 p.m. J. Johansen made suggestion to change in an Ordinance to have city ownership up to the curb stop valve and property owners own from curb stop to the house. Hoping that when new service is put in that a pit is used in the future. Councilman J. Johansen and Water Supervisor Dan Tanksley III to go over details for this update. Clerk Eisenmenger discussed the updates on the auditorium floors and the quote from Fauss Construction on finishing up and repairing within the Auditorium after the mold was removed. Work to get started in the month of January. Councilman L. Blanc made the mention that the Oakland Library was voted and viewed as a 5-star library in Nebraska. He also discussed the repairs and upgrades to be done on the library bathrooms. BUSINESS: At 6:15 p.m. Councilman N. Anderson made a motion to approve giving funds from the Keno account towards the Swedish Heritage Center repairs on the sidewalks around the building. Cost of the bill is $1,501.50. Motion was seconded by Councilman G. Mockenhaupt. All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. Councilman L. Blanc made a motion at 6:20 p.m. to approve Rosa Schmidt on the Oakland Nursing Home Board. Motion was seconded by Councilman G. Mockenhaupt. All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 6:25 p.m. Councilman G. Mockenhaupt made a motion to approve the new 2022 appointments for City Council . -Streets & Alleys : Councilman Greg Mockenhaupt - Parks & Rec / Pool / Auditorium / Library : Councilman Luke Blanc - Water / Sewer : Councilman Jeremiah Johansen - Solid Waste : Councilman Nathan Anderson - General Office /Police : Mayor Ted Beckner Motion was seconded by Councilman L. Mockenhaupt made a motion to approve the new 2022 appointments & Other Various Positions for the City of Oakland NE as set by State Statute & City Code . Motion was seconded by Councilman L. Blanc. All present Voting : Aye(Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 6:25 p.m. Councilman G. Mockenhaupt made a motion to approve 2022 City Engineer Appointment Request to be JEO Consulting Group. Motion was seconded by Councilman L. Blanc. All present Voting : Aye (Greg, Nathan ,Luke, Jeremiah,)- 4, Nay - 0. At 6:26 p.m. Councilman L. Blanc made a motion to approve 2022 City Street Superintendent Appointment Request to be JEO Julie Ogden. Motion was seconded by Councilman G. Mockenhaupt.
